The Governor of the Bank of Angola issued Notice No. 06-2015 to establish the regulatory framework for the Angolan Bank Number (NBA) and the International Bank Account Number (IBAN) within the Angola Payment System. SUBJECT: ANGOLA PAYMENT SYSTEM
Considering the importance of using standardized processes to fulfill the public interest objectives defined in the Angola Payment System Law;
Considering the need to update and autonomize the specifications of the deposit account identification standard;
Under the combined provisions of Article 7 of Law No. 5/05 of July 29 - Angola Payment System Law, and Article 51 of Law No. 16/10 of July 15 - Bank of Angola Law;
In the exercise of the competence conferred upon me by the combined provisions of Articles 10, paragraph 1, and 51, both of Law No. 16/10 of July 15 – Bank of Angola Law;
I DETERMINE:
Article 1. (Object) The purpose of this Notice is to establish the rules for the identification of deposit accounts.

Article 2. (Scope) This Notice applies to financial institutions authorized to open deposit accounts.
Article 3. (Definitions) For the purposes of this Notice, the following are understood: a) Deposit account: a level 1 or level 2 payment account, as defined in the regulation on the provision of payment services, or a time deposit account; b) ISO Standard: a standard approved and published by the International Organization for Standardization; c) Angolan Bank Number or NBA: a bank account number domiciled in a bank that is part of the Angolan Financial System; d) International Bank Account Number or IBAN: the international standard code for identifying bank accounts.

a) 4 (four) digits for the identification of the financial institution where the deposit account is domiciled; b) 4 (four) digits for a purpose defined by the financial institution, which must be zeros whenever they are not used for any specific purpose; c) 11 (eleven) digits for the indication of the deposit account number; d) 2 (two) control digits for the preceding numbers, calculated according to the Modulo 97-10 algorithm, defined in ISO Standard 7064. 3. In the written representation of the NBA, the characters must be presented grouped according to the 4 (four) fields defined in the previous number, separated by spaces, as exemplified in the following line: 1234 1234 12345678901 12
Article 5. (International Bank Account Number)

c) The 21 (twenty-one) digits corresponding to the NBA. 3. In electronic representation, the three fields comprising the IBAN, defined in the previous number, must not be separated or spaced and must not contain special characters. 4. In the written representation of the IBAN, the characters must be presented in groups of 4 (four), separated by spaces, with the last group containing 1 (one) character, as exemplified in the following line: AO12 1234 5678 9011 2
Article 6. (Sanctioning Regime) Violation of the provisions of this Notice is punishable under the terms of Law No. 13/05 of September 30.
Article 7. (Doubts and Omissions) Doubts and omissions that arise in the interpretation and application of this Notice are resolved by the Bank of Angola.
Article 8. (Revocation) Notice No. 03/04 of July 13 is hereby revoked.

Article 9. (Entry into Force) This Notice enters into force 5 (five) days after the date of its publication.
