BaFin Reduces Systemic Risk Buffer for Residential Real Estate Financing to 1 Percent Effective May 2025

The Federal Financial Supervisory Authority (BaFin) has issued a general administrative act reducing the systemic risk buffer for residential real estate financing in Germany from two percent to one percent, effective 1 May 2025. This adjustment applies to capital requirements for mortgages on German residential property held by regulated institutions and reflects a stabilized market with reduced overvaluations and lower loss rates. BaFin determined that maintaining the buffer at this calibrated level remains necessary to preserve financial stability against residual economic uncertainties and potential interest rate fluctuations.
