Regulation to amend Regulation 24-102 respecting Clearing Agency Requirements
The Minister of Finance of Quebec approved the Regulation to amend Regulation 24-102 respecting Clearing Agency Requirements, issued by the Autorité des marchés financiers. The amendments align the regulation with the Principles for Financial Market Infrastructures by updating definitions of affiliates, clarifying compliance requirements for applicants, and strengthening rules on significant changes and cessation of business. The revised text also introduces new cybersecurity obligations, including requirements for auxiliary systems, capacity stress tests, and independent external audits of the clearing agency's information security controls.
