Decision Amending the Decision Establishing the Tariff of Fees for Services Provided by the Central Bank of Montenegro

This decision amends the tariff of fees for services provided by the Central Bank of Montenegro, primarily by updating message type references and introducing new fees related to the Instant Credit Transfer System (IPS). It replaces specific MT message types with camt and pacs message types under tariff headings 4.10 and 4.11, and corrects a credit reference number under 4.14. New fees are established for credit institutions participating in the IPS system, including a monthly participation fee of EUR 250.00, a reconnection fee of EUR 500.00, and transaction fees of EUR 0.025 for transfers up to EUR 200.00 and EUR 0.05 for transfers above EUR 200.00. Additionally, a EUR 5.00 fee is introduced for issuing statements or transcripts within the IPS system.

Pursuant to Article 44 paragraph 2 item 17 of the Central Bank of Montenegro Law (OGM 40/10, 6/13, 70/17, 125/23), the Council of the Central Bank of Montenegro, at its meeting held on 17 July 2026, passed the following DECISION AMENDING THE DECISION ESTABLISHING THE TARIFF OF FEES FOR SERVICES PROVIDED BY THE CENTRAL BANK OF MONTENEGRO Article 1 In the Decision Establishing the Tariff of Fees for Services Provided by the Central Bank of Montenegro (OGM 147/25), under TARIFF CODE 4: NATIONAL PAYMENT SYSTEM TRANSACTIONS, in the table entitled "Other services in the RTGS and DNS systems", under tariff heading 4.10, in the second column "Fee by types of activities", the words "MT920, MTn92, MTn95, MT985, MTn99" shall be replaced by the following: "camt.060, camt.056, pacs.028, camt.007, camt.009, camt.998, camt.048, camt.046, camt.033, camt.050, camt.018". In the tariff heading 4.11, in the second column "Fee by types of activities", the words "MT942 – Interim Statement" shall be replaced by the following "camt.053". In the table entitled "Overnight balances of transaction accounts of credit institutions in the RTGS system", under tariff heading 4.14, in the fourth column "Credit reference number", the designation: "90144-MBR" shall be replaced by the following: "90414-MBR". Following the table entitled "Overnight balances of transaction accounts of credit institutions in the RTGS system", three new tables shall be inserted, worded as following:

"Instant Credit Transfer System – Central Bank IPS System" 4.15 Fee for participating in the IPS system EUR 250.00 90415-MBR 4.16 Fee for reconnecting to the IPS system EUR 500.00

90416-MBR The fee under the tariff heading 4.15. The Central Bank shall charge the fee on a monthly basis, by the fifth day of each month, for the current month. The fee under the tariff heading 4.16. The Central Bank shall charge the fee within three days from the date of reconnection.

Execution of instant credit transfers in the instant credit transfer system – the Central Bank IPS System 4.17 Fee for executing instant credit transfers up to EUR 200.00 EUR 0.025 per transaction 90417-MBR 4.18 Fee for executing instant credit transfers above EUR 200.00 EUR 0.05 per transaction 90418-MBR Other services in the Instant Credit Transfer System – Central Bank IPS System 4.19 Fee for issuing statements, transcripts, and the like EUR 5.00 per statement, transcript, and the like 90419-MBR The fees under the tariff heading 4.19 shall be charged prior to issuing corresponding statements, transcripts and the like, and the applicant shall submit evidence on the payment of the fee with the application for issuing statement, transcript and the like. Article 2 This Decision shall enter into force on the day of its publication in the “Official Gazette of Montenegro”.
