DECISION (EU) 2026/1520 OF THE EUROPEAN CENTRAL BANK

of 23 June 2026

granting authorisation to sign agreements with customers of TARGET-ECB (ECB/2026/14)

THE PRESIDENT OF THE EUROPEAN CENTRAL BANK,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to the Statute of the European System of Central Banks and of the European Central Bank, and in particular Article 38 thereof,

Whereas:

The ECB is responsible for accepting customers in its TARGET-ECB component system (TARGET-ECB) and for concluding agreements with those customers.

(2)

These agreements are regularly updated, in particular when the terms and conditions of TARGET-ECB set out in Decision (EU) 2022/911 of the European Central Bank (ECB/2022/22) ( 1 ) are updated.

To improve the efficiency of the governance of TARGET-ECB, it is appropriate to authorise ECB staff members to sign new agreements or amendments to existing agreements with customers of TARGET-ECB, as well as termination of such agreements,

HAS ADOPTED THIS DECISION:

Article 1

Authorisation

1. The Director-General or, in their absence, the Deputy Director-General Market Infrastructure and Payments and the Head or, in their absence, the Deputy Head of the Market Infrastructure Management Division of the Directorate-General Market Infrastructure and Payments, shall jointly sign on behalf of the ECB new agreements or amendments to existing agreements which have been entered into with customers of the ECB on the provision of fund transfer services in the TARGET-ECB component system (TARGET-ECB).

2. The persons referred to in paragraph 1 shall also jointly sign termination of agreements on the provision of fund transfer services in TARGET-ECB that the ECB has entered into with TARGET-ECB customers, pursuant to Article 24(1) of Annex I to Decision (EU) 2022/911 (ECB/2022/22).

Article 2

Entry into force

This Decision shall enter into force on 31 July 2026.
