Pursuant to Art. 8 lit. t), Art. 18 para. (3) and Art. 20 para. (1) and para. (6) of Law No. 192/1998 on the National Financial Market Commission, point 3 of Decision of the National Financial Market Commission (CNPF) No. 60/1/2025 approving the Regulation on the information document regarding the insurance product (CNPF Decision No. 60/1/2025), points 16 and 19 of the Regulation on the organization and functioning of the National Financial Market Commission (CNPF Decision No. 57/11/2022),
The National Financial Market Commission DECIDES:

It approves, on a recommendation basis:
1.1. the information document regarding the insurance product associated with contracts of compulsory third-party motor vehicle liability insurance, internal, according to Annex No. 1;
1.2. the information document regarding the insurance product associated with contracts of compulsory third-party motor vehicle liability insurance, external, according to Annex No. 2.

Insurance companies update the information documents specified in point 1, whenever there are changes in the regulatory framework that impact the categories of information to be included therein, in accordance with CNPF Decision No. 60/1/2025.

This Decision enters into force on the date of adoption and is published on the official website of the CNPF (www.cnpf.md).

The information document provides a general overview of the insurance product. Complete information regarding the insurance product can be found in Law No. 106/2022 on compulsory third-party motor vehicle liability insurance for damages caused by vehicles (Law No. 106/2022).
What type of insurance is this?
Internal compulsory third-party liability insurance (RCA) provides coverage for damages caused to third parties as a result of a vehicle accident.
What is insured?
- Bodily injury and death, including moral damages;
- Costs related to vehicle repair;
- Material damages, caused by the damage or destruction of goods as a result of a vehicle accident, including costs of vehicle scrapping and expenses to mitigate the damage;
- Legal costs incurred by the injured person in civil proceedings, or costs related to alternative dispute resolution cases, provided the solution is favorable for the injured person;
- The cost associated with a single evacuation of the damaged vehicle from the accident scene;
- Other coverages, in accordance with legal provisions.
Liability Limits:
- For material damages caused by a single accident - 100,000 euros;
- For bodily injury and death:
- 100,000 euros per injured person;
- 500,000 euros for multiple injured persons;
- For material damages claimed under the friendly settlement procedure for vehicle accidents: 15,000 lei;
- For death or disability damages resulting from the injury or death of the injured person: 5,000 euros per injured person or 10,000 euros for multiple injured persons, under the conditions provided by Law No. 106/2022.
What is not insured?
- Cases where the insured is not liable for the occurrence of the accident;
- Cases where the accident was caused exclusively by the fault of the injured person;
- Damages caused to goods belonging to the driver of the vehicle liable for the accident, as well as for bodily injuries or death of that person;
- Damages to the own goods of the liable person;
- Cases where the damaged goods are part of the common property of spouses;
- Reduction in the value of goods after repair;
- Damages caused to transported goods, if between the owner, user or driver of the vehicle liable for the accident and the injured person there was a transport contract at the time of the accident;
- Other exclusions provided by legislation.
Are there coverage restrictions?
- The part of the damage that exceeds the liability limits;
- Damages that were not caused as a result of military measures instituted during a state of emergency, siege, or war, or by actions caused by natural disasters, nuclear explosions, radiation or radioactive pollution, civil unrest, as well as terrorist activities;
- Damages that led to environmental pollution due to an accident;
- Profit or lost income.

Where do I benefit from insurance?
- Internal compulsory RCA insurance provides coverage only within the territory of the Republic of Moldova.
What obligations do I have?
- To pay the insurance premium;
- To take all possible actions to mitigate the damages caused;
- To notify the RCA insurer who issued the compulsory RCA insurance policy about:
- The occurrence of the accident, within 48 hours from the moment of its occurrence;
- The persons involved in the accident and the injured person about the fact that there is a compulsory RCA insurance policy and to provide the necessary information about the RCA insurer;
- To notify the insurer, upon concluding the compulsory RCA insurance contract, about the purpose of use of the vehicle and its legal status, including whether the vehicle will be used in taxi mode;
- To provide, at the request of the RCA insurer, access to the vehicle with which the accident was caused;
- To inform the RCA insurer about the alienation of the vehicle.
When and how do I pay?
Payment of the insurance premium is made in full before the issuance of the insurance policy.
When does coverage start and when does it end?
Compulsory RCA insurance is concluded for a term of 12 months, unless the insurance contract provides otherwise.
The insurer's liability begins:
- From the day following the expiration of the validity of the previous compulsory RCA insurance contract, for the insured who fulfills the obligation to conclude insurance no later than the last day of its validity;
- From the day following the conclusion of the compulsory RCA insurance contract, for persons who did not have a valid compulsory RCA insurance at the time of concluding the new insurance;
- From the moment indicated in the compulsory RCA insurance contract, but no earlier than the date of entry into force of the provisional registration certificate or the vehicle registration certificate, for vehicles sold or to be registered;
- From the moment indicated in the compulsory RCA insurance contract for persons using in the territory of the Republic of Moldova a vehicle registered abroad.
The insurer's liability ceases at 24:00 on the last day of validity of the compulsory RCA insurance contract or prior to that date, in the event of deregistration of the vehicle by the competent authorities.
How can I terminate the contract?
The internal compulsory RCA insurance contract can be terminated by prior notice addressed to the insurer, based on the following grounds:
- Withdrawal of the insurer's license;
- Notification by the insured regarding the transfer of ownership rights over the vehicle, accompanied by supporting documents;
- Mutual agreement;
- Other cases provided by law.
Upon alienation of the vehicle, the insured is obliged to inform the insurer. In this case, the insured has the option to assign the rights from the internal compulsory RCA insurance contract to the new owner or to terminate the existing contract. Refund of the insurance premium, under the conditions of Art. 11) para. (7) of Law No. 106/2022, may occur only in the case where no insurance claims have been paid or are owed for damages caused during the validity period of the internal compulsory RCA insurance contract. In the case of assignment, the insurer will adjust the insurance premium based on the risk factor of the new owner.

What type of insurance is this?
External compulsory third-party liability insurance (RCA) provides coverage for damages caused to third parties as a result of a vehicle accident produced outside the territory of the Republic of Moldova, within the territory of member states of the International Insurance System "Green Card".
What is insured?
Civil liability for damages caused to third parties through road accidents produced outside the territory of the Republic of Moldova, with coverage of expenses for:
- Bodily injury or death, including for moral damages;
- Material damages suffered by third injured persons, as a result of vehicle accidents produced outside the territory of the Republic of Moldova;
- Occasional costs abroad, related to activities concerning the establishment and removal of damages.
The scope and limits of coverage are established in accordance with the legislation of the country where the accident occurred and/or in accordance with the procedures and norms applicable to the International Insurance System "Green Card".
What is not insured?
- Damages suffered by the person liable for the accident;
- Damages caused to the vehicle that caused the accident;
- Damages caused to goods belonging to the person liable for the accident;
- Other exclusions provided by the legislation of the country where the accident occurred.
Are there coverage restrictions?
- Accidents produced intentionally;
- Other situations provided by national legislation, the legislation of the state where the accident occurred, and the rules of the International Insurance System "Green Card".
Where do I benefit from insurance?
- The external compulsory RCA insurance contract "Green Card" produces effects outside the territory of the Republic of Moldova only in countries that are members of the International Insurance System "Green Card", whose international codes, inscribed in the "Green Card" insurance certificate, are not barred.
What obligations do I have?
- To pay the insurance premium;
- To take all possible actions to mitigate the damages caused;
- To notify the insurer issuing the "Green Card" insurance certificate about the occurrence of the road accident.

When and how do I pay?
Payment of the insurance premium is made in full before the issuance of the insurance policy.
When does coverage start and when does it end?
- The insurer's liability begins from the day mentioned in the "Green Card" insurance certificate.
- The insurer's liability ceases at 24:00 on the last day of validity of the external compulsory RCA insurance contract "Green Card" or prior to that date, including in the case of deregistration of the vehicle by the competent authorities.
How can I terminate the contract?
The external compulsory RCA insurance contract "Green Card" can be terminated by prior notice addressed to the insurer, based on the following grounds:
- Withdrawal of the license of this insurer;
- Notification by the insured regarding the transfer of ownership rights over the vehicle, accompanied by supporting documents;
- Mutual agreement;
- Other cases provided by law;
- The external compulsory RCA insurance contract "Green Card", with a validity period of one month or less, can be terminated without applying notice, but no later than the date of commencement of the insurance period.
