Decision on the Amendment of the Investment Company License of ENERGBANK Commercial Bank S.A.
The National Financial Market Commission of Moldova issued Decision No. 28/5 on June 9, 2025, to amend the category C investment company license of ENERGBANK Commercial Bank S.A. This amendment extends the bank's authorized activities to include the custody of financial instruments, which were not covered by its initial license. The decision simultaneously declares the bank's previous license form invalid and establishes a 30-day period for contesting the ruling.

Regarding the amendment of the investment company license of ENERGBANK Commercial Bank S.A. No. 28/5
Following the examination of the application of ENERGBANK Commercial Bank S.A. No. 08/04-031894 dated May 29, 2025 (registered with the NFMC under No. 4223 on May 30, 2025) regarding the amendment of the investment company license, as well as the accompanying documents submitted in accordance with point 130 of the Regulation on licensing and authorization on the capital market (NFMC Decision No. 56/11/2014), for the purpose of extending activities to other services and activities not included in the license category at the time of initial licensing, namely for the right to carry out the activity of custody of financial instruments,
On the basis of Article 8 letter c), Article 20 paragraph (1) of Law No. 192/1998 on the National Financial Market Commission, Article 35 paragraph (1) letter c) and paragraph (3) of Law No. 171/2012 on the capital market, points 134-135 of the Regulation on licensing and authorization on the capital market (NFMC Decision No. 56/11/2014), points 16, 19, and 21 of the Regulation on the organization and functioning of the National Financial Market Commission (NFMC Decision No. 57/11/2022),
The National Financial Market Commission DECIDES:

The investment company license of category "C" issued to ENERGBANK Commercial Bank S.A. is amended for the purpose of extending activities to other services and activities not included in the license category at the time of initial licensing, namely for the right to carry out the activity of custody of financial instruments, with the issuance of a new license form.

The license form series NFMC No. 000802 dated January 14, 2015, previously issued to ENERGBANK Commercial Bank S.A., is recognized as invalid.

This Decision may be contested by submitting a preliminary request to the NFMC (MD-2012, Chisinau, Stefan cel Mare si Sfint Blvd., No. 77) within 30 days from the date of notification.

This Decision enters into force on the date of adoption, is communicated to the recipient in accordance with the legislation, and is published in the Official Monitor of the Republic of Moldova and on the official website of the NFMC (www.cnpf.md).
