The Decision establishes the official exchange rate list for the Central Bank of Bosnia and Herzegovina, defining the Euro as the reference currency with a fixed rate of 1.955830 Convertible Marks per Euro. It mandates the daily publication of rates for major global currencies and trade partners, calculated using European Central Bank reference rates, with buy and sell rates set at a 2.5 per mille margin from the mid-rate. The Decision repeals the previous 2011 ruling and becomes applicable from January 1, 2021.
Based on Articles 2. point 3. paragraphs a. and d., 7. paragraph b., 32., 70. and 71. of the Law on the Central Bank of Bosnia and Herzegovina ("Official Gazette of BiH", nos. 1/97, 29/02, 13/03, 14/03, 9/05, 76/06 and 32/07), the Governing Board of the Central Bank of Bosnia and Herzegovina, at its 15th session held on November 30, 2020, adopts
DECISION on the Exchange Rate List of the Central Bank of Bosnia and Herzegovina
Article 1. (1) This Decision establishes the Exchange Rate List of the Central Bank of Bosnia and Herzegovina (hereinafter: Exchange Rate List). (2) The rates from the Exchange Rate List may be applied for accounting, bookkeeping, and statistical purposes.
Article 2. The Exchange Rate List displays the most significant world currencies, currencies of Bosnia and Herzegovina's foreign trade partners, and the value of Special Drawing Rights (SDR – special drawing rights), as follows:

Article 3. (1) The official foreign exchange rate for the currency of Bosnia and Herzegovina is one Convertible Mark for 0.511292 Euros, or one Euro equals 1.955830 Convertible Marks. (2) On the Exchange Rate List, the basis for determining the relationship of currencies to the KM and for determining the mid-rate are the last reference rates of the European Central Bank (hereinafter: ECB) published by the ECB on the Refinitiv financial service around 16:00 hours. (3) For currencies not found on the ECB's reference rate list, the last available mid-rates published by national central banks against the Euro on the same financial service are used, up to the time of taking the ECB's Exchange Rate List. (4) As the basis for determining the SDR rate against the Convertible Mark, the last SDR rate in Euros published by the International Monetary Fund on the Refinitiv financial service is used, up to the time of taking the ECB's Exchange Rate List.
Article 4. (1) The Central Bank of Bosnia and Herzegovina determines the Exchange Rate List at the end of each of its working days, which applies from the following day after determination and remains valid until the date of application of the new Exchange Rate List. (2) The Exchange Rate List is published on the website of the Central Bank of Bosnia and Herzegovina.
Article 5. (1) For currencies not included in the Exchange Rate List, the Central Bank of Bosnia and Herzegovina determines a rate overview of an informative nature, which does not constitute the Exchange Rate List of the Central Bank of Bosnia and Herzegovina. (2) The rate overview is determined once a month, on the first working day of the month for the current month, based on available data on the Refinitiv financial service on the last working day of the previous month. (3) The rate overview is published on the website of the Central Bank of Bosnia and Herzegovina. (4) The Central Bank of Bosnia and Herzegovina, in accordance with the agreed procedure, submits a daily report on the exchange rate of selected currencies to the Administration for Indirect Taxation, based on the last available data on the Refinitiv financial service.
Article 6. (1) Rates on the Exchange Rate List are expressed in KM and rounded to six decimal places. (2) Rates from the rate overview are expressed in KM and rounded to four decimal places.
Article 7. (1) Except for the Euro and SDR, rates are determined and expressed as buy, mid, and sell rates. (2) Buy rates for all currencies are determined by deducting 2.5 per mille from the value of the mid-rate of the currency, while sell rates are determined by adding 2.5 per mille to the value of the mid-rate of the currency.
Article 8. (1) Upon the entry into force of this Decision, the Decision on Determining the Exchange Rate List of the Central Bank of Bosnia and Herzegovina ("Official Gazette of BiH", no: 103/11) ceases to be valid.
Article 9. This Decision enters into force on the day of publication in the "Official Gazette of BiH", and is applied from January 1, 2021.
Article 10. This Decision will be published in the "Official Gazette of the Federation of BiH", the "Official Gazette of the Republic of Srpska", and the "Official Gazette of the Brčko District of BiH".
