DECLARATION determining that the property named Fracción B El Tormento, with an area of 67,000

DECLARATION determining that the property named " Fracción B El Tormento " ,

with an area of 67,000.00 square meters, located in Rural Zone Campeche-Escárcega,

Municipality of Escárcega, State of Campeche, with Federal Real Estate Registry number 4-3434-8,

reverts to the patrimony of the Federation.

VÍCTOR JULIÁN MARTÍNEZ BOLAÑOS, President of the Institute of Administration and Appraisal of National

Assets, Decentralized Administrative Body of the Secretariat of Finance and Public Credit, with

basis on the provisions of articles 1, 2 section I, 17, 26, 31 sections XXIX and XXX of the Organic

Law of the Federal Public Administration; 2 sections II and IV, 29 sections I and XV, 93 paragraph second,

94 paragraph second and 101 section IV of the General Law of National Assets; 4 Section G, section V, 48 and

49 of the Internal Regulations of the Secretariat of Finance and Public Credit; 1, 3 section X, 4 section I, subsection

a) and 6 sections XXVI and XXXIII of the Regulations of the Institute of Administration and Appraisal of National

Assets; I deem fit to issue the present declaration, taking into account the following:

C O N S I D E R A N D S

FIRST.- That by Presidential Decree published in the Official Gazette of the Federation on November 17,

2006, the Decree creating the National Institute of Forestry, Agricultural and Livestock Research is modified; the properties of Federal

ownership that the National Institute of Forestry, Agricultural and Livestock Research uses in the services under

its charge are withdrawn from the service of the Secretariat of Agriculture, Livestock, Rural Development,

Fisheries and Food and are removed from the public domain of the Federation, and the Secretariat of the Public Function is authorized

to, in the name and representation of the Federal Government, alienate them gratuitously to the decentralized organization called National Institute of

Forestry, Agricultural and Livestock Research, with the purpose that it uses them in the realization of

its object.

SECOND.- That through contract number CD-E-2012 003 dated March 08, 2012, registered in the

Federal Public Registry of Property under Real Folio number 50246/1 dated February 08, 2013,

the Federal Government alienated gratuitously in favor of the National Institute of Forestry, Agricultural and Livestock Research, 14 properties, among them, the property named " Experimental Field Engineer

Eduardo Sangri Serrano " , located on Escárcega Highway kilometer 8.5, Colony known as Campo El

Tormento, Municipality of Escárcega, State of Campeche, with an area of 140-00-00 hectares, with the

purpose of using them for the realization of its object.

THIRD.- That the contract described in Considerand Second, in its clause fifth established literally

the following: " If " THE DONEE " does not use the properties whose gratuitous alienation is

formalized in its favor or gives them a use different from that established in declaration II.7 of this instrument,

without the prior authorization of the Secretariat of the Public Function, or when it stops using or needing them, the

properties totally or partially shall revert with all their improvements and accessions to the patrimony of the

Federal

Government. "

FOURTH.- That through official letter number JAG.403.00131 dated April 16, 2021, the Director of

Material Resources and Services and Real Estate Responsible of the National Institute of Forestry, Agricultural and Livestock Research, stated having no interest in a fraction of 67,000.00 square meters,

immersed in the property of greater extension described in Considerand Second; therefore as it is not of its

utility it requested its reversion and partial subdivision of the property of greater extension.

FIFTH.- That through Alignment Certificate dated August 14, 2023, the Directorate of

Public Works, Urban Development and Environment of the Municipality of Escárcega, State of Campeche, certified

that the property subject of the present declaration is located in the Rural Zone Campeche-Escárcega,

Municipality of Escárcega, State of Campeche.

SIXTH. - That the surface, measures and boundaries of the property subject of the present declaration are

recorded in the topographic plan number TOP-01, elaborated at scale 1:1000, approved, registered and

certified on October 11, 2023, by the Directorate of Public Registry and Real Estate Control, attached to the

General Directorate of Policy and Real Estate Management of this Institute of Administration and Appraisal of National

Assets, under number DRPCI/7211/4-3434-8/2023/T.

SEVENTH. - That by virtue of the fact that the National Institute of Forestry, Agricultural and Livestock Research

does not find the property subject of the present declaration useful currently, which was alienated to it gratuitously

for the purposes stipulated in the contract described in Considerand Second and in the Decree

indicated in Considerand First, the cause for reversion provided in clause fifth and

the sixth transitory article, of the referred instruments, respectively, has been updated, in accordance with the

second paragraph of article 93 of the General Law of National Assets.

EIGHTH.- That taking into consideration the manifestations made by the National Institute of

Forestry, Agricultural and Livestock Research, from which its express consent is derived, it is

appropriate to issue the present declaration of reversion, without it being necessary to substantiate the administrative

procedure referred to in articles 108 to 112 of the General Law of National Assets, relative to the

recovery of the ownership and possession of the property alienated gratuitously.

With basis on article 9 section XIV of the Regulations of the Institute of Administration and Appraisal of

National Assets, the Legal Unit issued a favorable opinion regarding the present declaration of

reversion; therefore based on the referred considerands I have deemed fit to issue the following:

D E C L A R A T I O N

FIRST.- It is declared that the property named " Fracción B El Tormento " , with an area of

67,000.00 square meters, located in Rural Zone Campeche-Escárcega, Municipality of Escárcega, State

of Campeche, with Federal Real Estate Registry number 4-3434-8, reverts to the patrimony of the Federation, for

the reasons exposed and based on the considerands of this instrument.

SECOND.- The present declaration constitutes the title of property of the Federation regarding the

property subject of the reversion herein.

THIRD.- Publish the present declaration in the Official Gazette of the Federation and register it in the

Federal Public Registry of Property and in the Public Registry of Property that corresponds to the place of

location of the reverted property.

This declaration of reversion shall take effect on the day following its publication in the Official Gazette

of the

Federation.
