The Decree establishes the State Committee for Tourism Development of the Republic of Uzbekistan, replacing the Uzbek Tourism National Company, and assigns it authority to license tour operators and mandatory certify tourism and hotel services. It mandates visa-free entry for Vietnamese citizens over 55 for stays up to 30 days, introduces a single 30-day tourism visa for all countries by January 1, 2017, and simplifies border and customs procedures at major airports and railway stations. Legal entities receive exemptions from profit, land, and property taxes for certified hotels rated at least 4 stars, and are exempt from customs duties on imported equipment for hotel construction and renovation for five years.

formation and consistent implementation of a unified concept for the development of tourism, granting tourism the status of a strategic sector of the economy, making this sector a leading force for the comprehensive rapid development of all regions and interrelated industries, turning it into a powerful tool for economic diversification, structural transformation and sustainable development, increasing the share of tourism in gross domestic product and local budget revenues, ensuring employment, and implementing systematic measures to improve the living standards and quality of life of the population;
further improvement of legislation and regulatory framework in the field of tourism activity aimed at creating favorable conditions for the activities of tourism industry subjects, eliminating all obstacles and barriers to the development of tourism, simplifying visa and registration procedures, passport and customs control, improving the mechanism of state management and market-based regulation of the tourism sector, implementing measures to encourage entrepreneurial activity in the tourism sector and develop competition in the tourism services market, and improving the system of statistical reporting in the tourism sector;
implementation of comprehensive measures to ensure the life and health safety of tourists and excursionists, primarily in places where tourists are accommodated, in catering facilities, during movement throughout the territory of the republic, and in organizing visits to tourism objects;
development of domestic, inbound and outbound tourism through the development and implementation of national and regional programs aimed at the rapid development of tourism in the country, making fuller and more effective use of the existing vast tourism potential, rapidly developing other promising types of tourism alongside traditional cultural-historical tourism — pilgrimage, ecological, educational, ethnographic, gastronomic, sports, health and wellness, rural, industrial, business tourism and others, enhancing the social significance of tourism by developing tourism for children, adolescents and youth, family tourism, and social tourism for the elderly, organizing new tourism routes in the regions, passportizing them, and forming unified national registries of tourism routes and tourism objects;
expansion of international cooperation in the field of tourism activity, primarily with the United Nations World Tourism Organization (UNWTO), prestigious international and national organizations of foreign countries in the field of tourism — active participants in the regional and world markets of tourism services, participation of Uzbekistan in universal international conventions and agreements regulating the tourism sector, and introduction of international and interstate standards and norms into the practice of tourism activity;
rapid development in all regions of the republic of tourism industry objects — hotels and similar accommodation facilities, general catering facilities, transport-logistics structures, information centers, cultural and sports institutions — that meet modern world standards and the needs and requirements of tourists, rapid construction and reconstruction of road-transport and engineering-communication infrastructure along main tourism routes, roadside infrastructure, and wide involvement of foreign investors for these purposes;
development of a strategy for the production of competitive tourism products and services and their promotion in domestic and international tourism markets, taking into account trends in the development of international tourism and the use of modern marketing tools, organization and development of a favorable tourism information environment, implementation of wide advertising and information activities, opening tourism information centers in the territories of the country and tourism missions abroad, active use of the Internet network, and formation of a positive image of our country in the tourism sector by holding the Tashkent International Tourism Fair annually;
fundamental improvement of the system for the high-quality training of qualified personnel, especially in the field of management and marketing, for the tourism industry, training of guides (excursion leaders), and regular retraining and improvement of qualifications of employees of tourism activity subjects. The State Committee for Tourism Development of the Republic of Uzbekistan shall be designated as the authorized state body in the field of tourism.
The following functions shall be assigned to the State Committee for Tourism Development of the Republic of Uzbekistan:
licensing of tour operator activity in tourism;
mandatory certification of tour operator (tourism product) services and hotel services provided by subjects of tourism activity, in close cooperation with the national body for certification of the Republic of Uzbekistan — "Uzstandart" Agency, including the classification of hotels (motels) of various organizational-legal forms;
inspection control over the compliance of certified tourism services with mandatory requirements and standards established in normative documents.
In this regard, organizations accredited in the National Certification System of the Republic of Uzbekistan for the certification of tourism services are also considered subjects of certification of certain types of tourism services.
Decisions of the State Committee for Tourism Development of the Republic of Uzbekistan, adopted within the scope of its powers, are mandatory for execution by state and economic management bodies, state authority and local self-government bodies, regardless of the forms of ownership and departmental subordination, and by economic entities.
The Cabinet of Ministers of the Republic of Uzbekistan shall adopt a decision on the organization of the activities of the State Committee for Tourism Development of the Republic of Uzbekistan within one week. only tourism enterprises — tourism operators, tourism agencies, excursion organizations, tourism firms — that ensure the organization of tourism activity shall be licensed for the right to carry out tourism activity;
the availability of a system ensuring the safety of life, health and property of tourists and excursionists, confirmed by a tourism services certificate, shall be a mandatory licensing requirement and condition for obtaining a license for the right to carry out tourism activity; Previous edition.
while abolishing the requirement for the presence of a license for the activity related to the provision of tourism services in hotels and similar accommodation facilities, tourism services provided by subjects related to tourism activity — hotels, motels, campsites and similar accommodation facilities — shall be subject to mandatory certification. tourism enterprises shall have the right to conclude contracts (agreements) for the provision of tourism services to foreign tourists by subjects of tourism activity only if they have a certificate of conformity.

a) by January 1, 2017:
introduce single tourism visas issued for a period of 30 days for all countries;
simplify the procedure for obtaining permits for foreign specialists to carry out labor activity in the tourism sector in the Republic of Uzbekistan and grant them exemptions from paying income tax on the income of physical persons;
b) by January 1, 2021:
significantly simplify the procedure for obtaining visas, including transit visas, at international airports and border crossing points of the Republic of Uzbekistan;
submit to the Cabinet of Ministers proposals for approval on the use of modern information and communication technologies in the process of formalizing and issuing visas, including the use of the "online" system for submitting documents and filling out questionnaires without visiting the Consular Department of the Ministry of Foreign Affairs and diplomatic missions of the Republic of Uzbekistan abroad, as well as on the expansion of the use of the electronic visa system to be introduced starting from 2021. grant employees of subjects of tourism activity who receive or escort foreign tourists the right to enter airport and railway station buildings according to special permits issued in the established order, subject to compliance with regime and security measures;
systematically implement measures to improve the level and quality of services provided to passengers, including free of charge, by organizing and developing a favorable tourism information space at airports and railway stations, including the activities of tourism information points, tourism navigation systems, and the installation of direction signs and other similar measures. It is established that the vehicle assembly fee shall not be collected when registering in the bodies of the Ministry of Internal Affairs new purchased transport vehicles with a capacity of more than 9 persons, intended for transporting tourists by subjects of tourism activity, imported into the Republic of Uzbekistan, by January 1, 2022. The State Committee for Tourism Development of the Republic of Uzbekistan, together with the Ministry of Justice of the Republic of Uzbekistan and other interested ministries and departments, shall submit proposals to the Cabinet of Ministers on amendments and additions to legislative acts arising from this Decree within a period of two months.
