The decree amends Articles 11 and 12 of the Law to Promote the Sustained Increase in Productivity and Competitiveness of the National Economy. It adds new mandates to Article 11, specifically requiring the analysis of policies to stimulate productivity and the identification of sectors for priority development using human rights and gender approaches, while also promoting worker competency certification and the labor participation of women and youth. Article 12 is updated to include the heads of the Mexican Institute of Youth and the National Institute of Women as members of the relevant committee. The decree entered into force the day after its publication in the Official Gazette of the Federation on April 18, 2024.

DECREE reforming and adding various provisions of the Law to Promote the Sustained Increase in Productivity and Competitiveness of the National Economy

ANDRÉS MANUEL LÓPEZ OBRADOR, President of the United Mexican States, to its inhabitants be it known:
That the Honorable Congress of the Union has seen fit to address to me the following
DECREE
"THE GENERAL CONGRESS OF THE UNITED MEXICAN STATES, DECREES:
VARIOUS PROVISIONS OF THE LAW TO PROMOTE THE SUSTAINED INCREASE IN PRODUCTIVITY AND COMPETITIVENESS OF THE NATIONAL ECONOMY ARE REFORMED AND ADDED.
Sole Article.- Articles 11, fractions III, V and XVI, and 12, fractions I, II, III, IV, V and VI, and second, third and fourth paragraphs; and fractions XVI Bis to Article 11, and fractions V Bis and V Ter to Article 12, of the Law to Promote the Sustained Increase in Productivity and Competitiveness of the National Economy, are reformed and added, to read as follows:

Analyze, when deemed convenient or at the request of the Head of the Federal Executive, the policies, programs, operating rules, projects and regulatory changes, to effectively stimulate the sustained increase in productivity and competitiveness, as well as the sustainable industrial development of the national economy, of a specific economic sector, or of a specific region of the country, and issue the recommendations deemed pertinent;

Identify economic sectors and specific regions of the national territory that, in its consideration, should receive priority in the formulation and implementation of policies, programs, projects and regulatory changes to enhance their development in matters of sustained increase in productivity and competitiveness, using a human rights, gender, intersectionality and interculturality approach;

Promote the certification of workers' competencies;

Promote the labor participation of women and young people, in accordance with the Special Program for Productivity and Competitiveness, and

The Head of the Federal Executive, in their capacity as honorary president or president;
II.
The Head of the Secretariat of Finance and Public Credit, who shall preside over it;

The Head of the Secretariat of Economy;

The Head of the Secretariat of Labor and Social Welfare;

The Head of the Mexican Institute of Youth;

The Head of the Federal Executive shall establish the bases to determine the method of designation of the persons comprising the Committee referred to in fractions VII to IX, subject to the principles of representativeness, gender parity and inclusion in its composition.
The titular members may designate their respective alternates. In the case of fractions I to VI, the alternate must have an immediate lower hierarchical level than the titular member.
The participation of the members in the Committee shall be honorary.
Transitory
Sole.- This Decree shall enter into force the day following its publication in the Official Gazette of the Federation.
