This decree amends the first transitional provision of the decree promoting the regularization of used vehicles of foreign origin to extend its validity period from January 1 to March 31, 2024. The amendment responds to the continued demand for regularization and the successful collection of approximately 4.79 billion pesos from the previous program, which regularized nearly 1.92 million vehicles. The decree entered into force on the date of its publication in the Official Gazette of the Federation, December 29, 2023.

DECREE reforming the decree promoting the regularization of used vehicles of foreign origin

ANDRÉS MANUEL LÓPEZ OBRADOR, President of the United Mexican States, in exercise of the
authority conferred upon me by Article 89, Section I, of the Political Constitution of the
United Mexican States, based on Articles 27, 30 Bis, 31 and 34 of the Organic Law of the Federal
Public Administration, 39, Sections II and III, of the Federal Tax Code;
19, Section II, of the Federal Budget and Fiscal Responsibility Law, and 10, fifth paragraph, of the Federal Revenue Law for
the Fiscal Year 2023, and
CONSIDERING
That the Government of Mexico is obligated to implement and continue with strategies that improve the
well-being of the population, provide legal certainty, protect family assets and guarantee public
security, such as the regularization of used vehicles of foreign origin that have not processed their
final importation, that is, they have not accredited their legal stay in the country;
That, in order to promote the regularization of used vehicles of foreign origin that are
located in the states of Baja California, Baja California Sur, Chihuahua, Coahuila de Zaragoza,
Durango, Hidalgo, Jalisco, Michoacán de Ocampo, Nayarit, Nuevo León, San Luis Potosí, Sinaloa, Sonora,
Tamaulipas, Tlaxcala and Zacatecas, federative entities that have a high index of migrant population in
the United States of America and Canada, the "Agreement
by which various actions are instructed to the departments indicated, regarding the importation
final of used vehicles" of October 18, 2021 was published in the Official Gazette of the Federation (DOF); the "Decree
by which the regularization of used vehicles of foreign origin is promoted" of January 19, 2022, its correction of January 21,
2022 and its subsequent reforms of February 27, June 20 and September 19, all of 2022, valid
until December 31 of that year; as well as the "Decree by which the regularization of
used vehicles of foreign origin is promoted", of December 29, 2022 and its subsequent modifications of
March 31, June 30, September 29 and December 1, all of 2023;
That the aforementioned decrees allowed the regularization of approximately one million nine hundred sixteen thousand
three hundred twenty-seven vehicles, with which legal certainty and protection of the assets of the
citizenship were granted and contributed to guaranteeing public security, by having the means to identify the
owners of said vehicles to prevent them from being used in the commission of illegal acts;
That with the regularization of used vehicles of foreign origin, revenue of approximately
four billion seven hundred ninety million eight hundred seventeen thousand five hundred pesos has been generated, which has
allowed carrying out public works actions in the municipalities of the participating federative entities,
for the benefit of their inhabitants and neighbors of nearby areas;
That as a result of the good acceptance of the program and since the demand of people
requesting the regularization of vehicles of foreign origin continues, it is estimated necessary to extend the validity of the
decree published in the DOF on December 29, 2022 and its subsequent modifications, therefore I have
deemed it appropriate to issue the following
DECREE
SINGLE. The transitional FIRST of the "Decree by which the regularization of
used vehicles of foreign origin is promoted", published in the Official Gazette of the Federation on December 29,
2022 and its subsequent modifications of March 31, June 30, September 29 and December 1,
all of 2023, is reformed, to read as follows:
"TRANSITIONAL
FIRST. This decree shall enter into force from January 1 to March 31, 2024.
SECOND to SIXTH ..."
TRANSITIONAL
SINGLE. This decree enters into force on the day of its publication in the Official Gazette of the Federation.
