This decree amends the first transitional provision of the decree promoting the regularization of used vehicles of foreign origin, extending the validity period of that program from December 31, 2023, to September 30, 2024. The amendment applies to the program established on December 29, 2022, and its subsequent modifications, which facilitates the definitive importation of used foreign vehicles in specific Mexican states. The program has previously regularized approximately 2.16 million vehicles and generated revenue for pavement actions in participating municipalities.

DECREE reforming the decree promoting the regularization of used vehicles of foreign origin

ANDRÉS MANUEL LÓPEZ OBRADOR, President of the United Mexican States, in exercise of the authority conferred upon me by Article 89, Section I, of the Political Constitution of the United Mexican States, based on Articles 27, 30 Bis, 31, and 34 of the Organic Law of the Federal Public Administration; 39, Sections II and III, of the Federal Fiscal Code; 19, Section II, of the Federal Budget and Fiscal Responsibility Law; and 10, fifth paragraph, of the Federal Revenue Law for the Fiscal Year 2024, and
CONSIDERING
That the Government of Mexico is obligated to implement and continue strategies that improve the welfare of the population, provide legal certainty, protect family assets, and guarantee public security, such as the regularization of used vehicles of foreign origin that have not processed their definitive importation, that is, have not accredited their legal stay in the country;
That, in order to promote the regularization of used vehicles of foreign origin located in the states of Baja California, Baja California Sur, Chihuahua, Coahuila de Zaragoza, Durango, Hidalgo, Jalisco, Michoacán de Ocampo, Nayarit, Nuevo León, San Luis Potosí, Sinaloa, Sonora, Tamaulipas, Tlaxcala, and Zacatecas, federative entities that have a high index of migrant population in the United States of America and Canada, the "Agreement instructing various actions to the indicated dependencies, regarding the definitive importation of used vehicles" was published in the Official Gazette of the Federation (DOF) on October 18, 2021; the "Decree promoting the regularization of used vehicles of foreign origin" on January 19, 2022, its errata on January 21, 2022, and its subsequent reforms on February 27, June 20, and September 19, all of 2022, valid until December 31 of that year; as well as the "Decree promoting the regularization of used vehicles of foreign origin" on December 29, 2022, and its subsequent modifications on March 31, June 30, September 29, and December 1 and 29, all of 2023;
That the aforementioned decrees allowed for the regularization of approximately two million one hundred sixty-one thousand two hundred fifty-one vehicles, thereby providing legal certainty and protection to the assets of citizens and contributing to guaranteeing public security, by having the means to identify the owners of said vehicles to prevent them from being used in the commission of illicit acts;
That with the regularization of used vehicles of foreign origin, approximately five billion four hundred three million one hundred twenty-seven thousand pesos have been collected, which has allowed carrying out pavement actions in the municipalities of the participating federative entities, benefiting their inhabitants and neighbors of nearby areas;
That due to the good acceptance of the program and since the demand from people requesting the regularization of vehicles of foreign origin continues, it is estimated necessary to extend the validity of the decree published in the DOF on December 29, 2022, and its subsequent modifications, therefore I have deemed it appropriate to issue the following
DECREE
SINGLE. The transitional provision FIRST of the "Decree promoting the regularization of used vehicles of foreign origin", published in the Official Gazette of the Federation on December 29, 2022, and its subsequent modifications of March 31, June 30, September 29, and December 1 and 29, all of 2023, is reformed, to read as follows:
"TRANSITIONAL
FIRST. This decree shall enter into force from January 1, 2023, until September 30, 2024.
SECOND to SIXTH ..."
TRANSITIONAL
SINGLE. This decree enters into force on the day of its publication in the Official Gazette of the Federation.
