INSTRUCTION NO. 10/2022 of August 25 SUBJECT: PAYMENT SYSTEM OF ANGOLA
Whereas it is necessary to establish the Brand of the Instant Transfer System at the level of the Payment System of Angola, as well as the rules for use by Participants of the Arrangement; Considering the provisions of Notice No. 05/22, of February 8, on Rules and Operational Procedures Related to Payment Arrangements, and after consultation with the operating entity of the Instant Transfer System Arrangement and Payment Service Providers participating in the Arrangement; In accordance with the combined provisions of items a) and d) of Article 6.º of Law No. 40/20, of December 16, Payment System Law of Angola, item a) of Article 25.º and Article 36.º of Law No. 14/21, of May 19, General Regime for Financial Institutions Law, Article 21.º and No. 1 of Article 98.º of Law No. 24/21, of October 18 of the National Bank of Angola Law. I DETERMINE:
CONTINUATION OF INSTRUCTION NO. 10/2022 Page 2 of 3 3. Brand The STI Arrangement Brand is designated KWiK, and the brand signature is Kwanza Instant. 4. STI Arrangement Regulations The KWiK Arrangement Regulations are defined by the responsible entity of the Arrangement and operator of the Instant Transfer System, and approved by the National Bank of Angola. The remaining manuals and annexes, identified in the Regulations, are integral parts of this document, and are equally defined by the responsible entity of the Arrangement. These must be communicated to the BNA within a period not exceeding 30 (thirty) days after their completion or amendment. 5. Responsible Entity for the STI Arrangement The responsible entity for the KWiK payment arrangement is Empresa Interbancária de Serviços – EMIS, which defines, publishes and ensures compliance with the rules of use of the Brand of said Arrangement. 6. Duties of the Responsible Entity for the STI Arrangement 6.1 The responsible entity for the Arrangement and operator of the Instant Transfer System must prepare and publish the Brand Identity Manual, including the definition of the rules for use of the Brand, logo, messages for communication, colors, dimensions and integration rules with other brands. 6.2 The Brand Identity Manual and respective annexes are an integral part of the Arrangement regulations and must be updated by the responsible entity of the Arrangement and operator of the Instant Transfer System, whenever deemed appropriate. 6.3 Without prejudice to the provisions of the preceding number, the effective date of the updated version of the Brand Identity Manual must consider the period necessary for adaptation by payment service providers participating in the Arrangement. 7. Duties of Participants of the STI Arrangement Payment Service Providers participating in the payment arrangement must comply with the rules established in the Arrangement Regulations, Brand Identity Manual of KWiK and respective annexes, issued by the Responsible Entity of the Arrangement.

The Responsible Entity for the Instant Transfer Payment Arrangement must, within 30 (thirty) days after the date of publication of this Instruction, submit to the National Bank of Angola the Brand Identity Manual and the Arrangement Regulations for approval. 8.2. Payment Service Providers, participating in the KWiK Arrangement, must comply with the Brand Identity Manual of KWiK, within 90 (ninety) days after the date of publication of this Manual. 9. Sanctions Non-compliance with the provisions established in this Instruction constitutes an infraction punishable under Law No. 40/20, of December 16, Payment System Law and Law No. 14/21, of May 19, General Regime for Financial Institutions Law. 10. Doubts and Omissions Doubts and omissions resulting from the interpretation and application of this Instruction are resolved by the National Bank of Angola. 11.
