The Ministry of Finance’s Audit Division and the Banking and Financial Institutions Division object to the payment of washing allowances and special benefits to employees of state-owned and specialized commercial banks, ruling that such payments are not permissible. Consequently, these institutions are directed to recover any excess amounts already disbursed, with installment recovery permitted if necessary. This directive applies to all state-owned financial institutions and specialized commercial banks in Bangladesh.

In light of the above subject and the referenced letter, it is informed that the Audit Division has expressed its non-approval regarding the payment of washing allowances and special benefits to employees of state-owned and specialized commercial and government-owned banks and financial institutions, as there is no provision for such payments. (Copy enclosed). In this regard, steps must be taken to recover any excess payments made under this head. If necessary, recovery may be done in installments.

In reference to the above subject and memo, it is hereby instructed that the then Banking and Investment Division's Circular No. G/Inv/Inv-22/2/80-114 dated 31-05-1980 A.D. regarding the payment of washing allowances to employees of state-owned and specialized commercial and government-owned banks and financial institutions is hereby withdrawn retrospectively. Furthermore, the Audit Division expresses its non-approval regarding the payment of audit/benefits under special payments, as there is no provision for such payments.
