Subject: Minutes of the preparatory meeting organized for observing 'National Mourning Day 2019' on the occasion of the 44th martyrdom anniversary of the Great Architect of Independence, Father of the Nation Bangabandhu Sheikh Mujibur Rahman.

The Chairman started the meeting by welcoming all present. At the beginning of the meeting, he provided guidelines highlighting the significance of the day and requested Mr. A.B.M. Ruhul Azad, Additional Secretary of this division, to commence the discussion.

  1. With the Chairman's permission, Additional Secretary Mr. A.B.M. Ruhul Azad presented the minutes of the meeting held on 02 July 2019 at the Cabinet Division regarding the observance of 'National Mourning Day 2019' with due solemnity, received from the Cabinet Division. He then invited opinions from representatives of various departments/agencies present at the meeting regarding the adoption and implementation of programs for this division and its subordinate offices/agencies in light of the programs mentioned in those minutes.

  2. Representatives from four regulatory institutions, including Bangladesh Bank, and Managing Directors/representatives of various banks and financial institutions detailed the programs undertaken by their respective institutions to properly observe 'National Mourning Day 2019'. At this stage, they mentioned arrangements for lowering the national flag to half-mast, displaying banners and posters in offices, wearing black badges from August 1, participating in the mourning rally on August 15, public feasts, discussion meetings, Quran recitation, prayers and Milad Mahfils, essay competitions, and documentary screenings.

  3. At this point, Additional Secretary Mr. A.B.M. Ruhul Azad stated that each department/agency must provide necessary instructions to their district and upazila level offices to participate in all events organized by the district and upazila administration, in addition to their own programs, in accordance with the directives of the Cabinet Division.

  4. At this point, the Chairman stated that care must be taken to ensure that the National Mourning Day programs organized on the Father of the Nation's martyrdom anniversary are not limited to mere formalities. Each institution can determine the subject matter of the mourning day discussions by focusing on a specific aspect, program, speech, or message from the Father of the Nation's life, maintaining relevance with their service activities. They can take steps to ensure the presence of representatives from beneficiary or partner institutions, alongside their own officers and employees, at the discussion meetings.

  5. The Chairman further stated that care must be taken to ensure that the text and images on all banners/posters prepared for National Mourning Day are displayed correctly. He also requested the chief executives of all banks and financial institutions to ensure that all programs organized for Mourning Day are observed with due dignity and discipline. Solemnity should be maintained in the programs to express proper respect, reverence, and gratitude towards the Father of the Nation Bangabandhu. Freedom fighters and family members of martyred freedom fighters may be invited to the Mourning Day programs. Various sayings of Bangabandhu may be inscribed in visible places at the front desks of every bank or financial institution.

  6. After detailed discussion in the meeting, the following decisions were unanimously adopted:

(7.1) This division and all its subordinate offices/agencies will formulate and implement their respective programs in line with the national programs. (7.2) All district and upazila level officers and employees of the offices/agencies under this division will ensure their presence in the national programs organized by the administration at the district and upazila levels. (7.3) All regulatory institutions, including Bangladesh Bank, may provide instructions to private banks/institutions under their control to observe National Mourning Day programs on behalf of their respective institutions. (7.4) It must be ensured that all programs organized for Mourning Day are completed in an orderly manner. (7.5) Photographs of the organized events must be taken and their soft copies sent to this division. (7.6) Relevant individuals will attend the discussion meeting organized by the Finance Division and Financial Institutions Division on August 25 in the presence of the Honorable Finance Minister.

  1. Finally, the Chairman concluded the meeting by calling for the proper observance of National Mourning Day 2019 on the occasion of the 44th martyrdom anniversary of the Great Architect of Independence, Father of the Nation Bangabandhu Sheikh Mujibur Rahman.
