DFIM Circular Letter No. 15: Implementation of Programs for National Mourning Day 2023
The Department of Financial Institutions and Markets of Bangladesh Bank directs all financial institutions operating in Bangladesh to implement specific programs for National Mourning Day 2023 on August 15, 2023. Institutions are required to fly national flags at half-mast, wear black badges from August 1 to August 31, 2023, and display banners and wreaths. Additional obligations include discussing the occasion in management meetings, organizing seminars on Bangabandhu Sheikh Mujibur Rahman, providing humanitarian aid, planting trees, displaying biographical content on digital screens, and publishing photographs of these activities on their websites.

Regarding the implementation of the program schedule adopted for "National Mourning Day 2023".
In observance of the 48th death anniversary of the great architect of independence, the Father of the Nation, Bangabandhu Sheikh Mujibur Rahman, you are hereby directed to implement the following program schedule:
a) Hoist the national flag at half-mast on the buildings of financial institutions (owned/rented) on August 15, 2023; b) Wear black badges throughout the month starting from August 01, 2023; c) Install special banners/festoons on the buildings of financial institutions (owned/rented) on the occasion of National Mourning Day and pay tribute on August 15, 2023; d) Take necessary measures to include the observance of National Mourning Day in the agenda of the management committee meetings of financial institutions and discuss it with due importance; e) Organize discussion seminars on the life and work of Bangabandhu on August 15, 2023, or on a convenient date and time; f) Provide humanitarian aid/food assistance to the helpless and poor, considering the capacity of your own institution; g) Take necessary measures for tree planting and conservation at your own office or a convenient location according to your own planning, and send short messages to customers' mobile phones calling for tree planting; h) If your institution has its own digital display boards, take necessary measures to display authentic films/speeches on the Father of the Nation, Bangabandhu Sheikh Mujibur Rahman, on them; and i) Ensure that photographs of all organized ceremonies are taken and displayed on the website of the respective financial institution.
