DFIM Circular No. 01: Inclusion of Banking Diploma in the promotion policy as mandatory requirement for senior officer and above official of NBFIs

The Department of Financial Institutions and Markets of Bangladesh Bank mandates that passing both levels of the Banking Diploma offered by the Institute of Bankers Bangladesh (IBB) is a compulsory requirement for promotion to the Senior Officer position or any equivalent and higher rank within Non-Banking Financial Institutions. This policy does not apply to staff in roles directly involved in daily operations, such as doctors, lawyers, engineers, or those in broadcasting and publishing. The directive became effective on January 1, 2024, pursuant to the powers granted under Section 18(c) of the Financial Institutions Act, 1993.

Dear Sir,

Regarding the mandatory passing of the Banking Diploma examination in the promotion policy for staff.

It is essential for staff working in financial institutions to acquire knowledge regarding the laws and regulations of the financial sector. The two-level (Level I and Level II) Banking Diploma degree conducted by the Institute of Bankers, Bangladesh (IBB) has been playing a significant role in acquiring and verifying the financial sector-related knowledge of staff.

  1. In this context, to enhance the skills, qualifications, and capabilities of staff working in financial institutions, passing both levels (Level I and Level II) of the Banking Diploma conducted by the Institute of Bankers, Bangladesh (IBB) is made mandatory for inclusion in the list of eligibility criteria for promotion to the Senior Officer position or any subsequent position of equivalent rank.

  2. This policy will not apply to staff employed in positions directly involved in the daily operations of financial institutions, such as doctors, lawyers, engineers (including civil, mechanical, electrical, and IT professional roles), and broadcasting and publishing positions.

  3. These instructions will be effective from January 1, 2024.

These instructions are issued under the powers conferred by Section 18(c) of the Financial Institutions Act, 1993.
