Dear Sir,

Regarding the operation of financial institutions' activities amidst the restrictions imposed by the government to prevent the spread of the Coronavirus disease (COVID-19).

In light of the current situation of Coronavirus disease (COVID-19) infection, pursuant to Memorandum No. 04.00.0000.514.16.001.21.142 dated 23 January 2022 from the Division of Ministry of Public Administration (Field Administration Coordination Branch) of the Government of the People's Republic of Bangladesh, the following instructions are issued for the operation of financial institutions until 06 February 2022:

  1. Financial services activities must be conducted with a reduced number of staff/employees through rostering while following health protocols. However, to maintain essential financial services, concerned financial institutions may take decisions based on their own assessment as needed;

  2. It must be ensured that staff/employees arriving at the office have received two doses of vaccination;

  3. Staff/employees absent from the office during the said period will be considered on Leave Without Pay (LWP). Staff/employees on LWP will remain at their respective locations and complete official work remotely (e-tendering, e-mail, SMS, WhatsApp, and other means); and

  4. All staff/employees of financial institutions and customers visiting for services must strictly follow health protocols, including mandatory wearing of masks.

These instructions are issued under the powers conferred by Section 18(6) of the Financial Institutions Act, 1993, and shall take immediate effect.
