Directive No. 06/2026 of 16 July

The directive sets the BNA Base Interest Rate at 15.75%, the Permanent Liquidity Lending Facility rate at 16.75%, and the Permanent Liquidity Absorption Facility rate at 14.75%. It explicitly revokes Directive No. 03/26 of 18 May regarding Permanent Liquidity Facilities. These adjustments take immediate effect following decisions made by the Monetary Policy Committee on 13 and 14 July 2026.

GOVERNOR DIRECTIVE NO. 06/2026 ORIGIN: MARKETS DEPARTMENT (DME) DATE 16/07/2026 SUBJECT: FINANCIAL SYSTEM − Permanent Lending Facilities (FCO) and Liquidity Absorption – Notice No. 11/11, of 20 October

Given the need to adjust the interest rate of the Lending and Liquidity Absorption Facilities, regulated under Notice No. 11/11, of 20 October; In accordance with the decisions of the 130th ordinary session of the Monetary Policy Committee (CMP), held on 13 and 14 July 2026; This Directive serves to establish the following:

  1. The BNA Base Interest Rate (BNA Rate) is set at 15.75% (fifteen point seventy-five percent).
  2. The Interest Rate of the Permanent Liquidity Lending Facility (FCL) is set at 16.75% (sixteen point seventy-five percent).
  3. The Interest Rate of the Permanent Liquidity Absorption Facility (FAL) is set at 14.75% (fourteen point seventy-five percent).
  4. Directive No. 03/26, of 18 May, on Permanent Liquidity Facilities, is repealed.
  5. Doubts and omissions resulting from the interpretation and application of this Directive are clarified by the Markets Department (DME).
  6. This Directive enters into force immediately.
