DMD Circular Letter No. 04: Regarding Amendment in Family Saving Certificate Policy

The Ministry of Finance replaces Article 3 of the Family Saving Certificate Policy, 2009, to restrict eligibility for purchasing single-name certificates exclusively to Bangladeshi women aged 18 or older, any physically disabled Bangladeshi individuals regardless of gender, and senior Bangladeshi men aged 65 or older, with a maximum purchase limit of 45 lakh Taka per individual. The amendment explicitly prohibits joint purchases and the investment of institutional funds, while simultaneously cancelling the previous notification dated September 11, 2012. This order is effective immediately in the public interest.

Regarding the amendment in the Family Saving Certificate Policy, 2009.

This is to forward for your information and necessary action the Notification No. 08.00.0000.041.22.006.20.9 dated 16 January, 2025, issued by the Internal Resources Division of the Ministry of Finance of the People's Republic of Bangladesh, regarding the replacement of Article 3 of the Family Saving Certificate Policy, 2009. It is noted that this order issued in the public interest will come into force immediately.

Notification

In place of Article 3 of the Family Saving Certificate Policy, 2009, the following Article 3 is hereby replaced:

  1. "Any Bangladeshi female aged 18 (eighteen) and above, any Bangladeshi physically disabled person (male and female), and any senior Bangladeshi male aged 65 (sixty-five) and above may apply for the purchase of this savings certificate in the prescribed form. They may purchase this savings certificate up to a maximum of 45 (forty-five) lakh Taka in a single name. This savings certificate cannot be purchased in joint names, nor can institutional funds be invested in it."

  2. The notification issued through Smart Circle No. am/osbi/savings-01/2012/272 dated 11 September 2012 by the Internal Resources Division is hereby cancelled.

  3. This order issued in the public interest shall come into force immediately.
