Dear Sir,

Regarding the sale of Savings Certificates and Prize Bonds to the general public and the provision of related post-sale services.

Reference is made to DMD Circular No. 01, dated: 20 July 2022 and Circular No. DMD/2017-03, dated: 28 November, 2017.

  1. It has been decided that certain services of Bangladesh Bank will be provided through scheduled banks instead of directly to the public. In accordance with this decision, the activities related to Prize Bonds and all types of Savings Certificates of the Directorate of National Savings will be carried out in accordance with the following instructions:

a) Scheduled banks (excluding Shariah-based banks) will follow the instructions mentioned serially from 'a' to 'j' in DMD Circular No. 01/2022 issued by the Department of Monetary Management for the purpose of selling Savings Certificates to the public and providing related services; and

b) Scheduled banks will collect the necessary documents mentioned in the Frequently Asked Questions (FAQ) regarding the purchase and sale of Prize Bonds, claims for Prize Bonds that have won prizes (Link: https://www.bb.org.bd/services/forms/pbond_claimform.pdf) and claims for torn/damaged bonds (Link: www.bb.org.bd/Investfacility/prizebond) and send them to the Bangladesh Bank office of the relevant region (according to Circular No. DMD/2017-03).

  1. This directive is issued in the public interest under the powers conferred by Section 45 of the Bank Companies Act, 1991.

  2. This directive will come into force immediately.

Regarding the instructions to be followed during the sale of Savings Certificates and the provision of other post-sale services.

Dear Sir,

It has recently been observed that customers are being harassed by scheduled banks at various times when availing services related to Savings Certificates. In this regard, you are directed to follow the following instructions during the sale of Savings Certificates and the provision of other post-sale services:

a. For the purchase of Savings Certificates, after the application is accepted by the issuing office, the cheque deposited by the buyer must be presented for clearing within one working day from that date, and the relevant instrument must be issued in favor of the customer on the date of cheque clearing. Additionally, if the customer applies for the purchase of Savings Certificates through debit authorization, the relevant instrument must be issued in favor of the customer on the date of account credit/debit;

b. Ensure that intimation is provided on the date when profit/interest and principal/matured amount of Savings Certificates sold through the National Savings Scheme Online Management System become payable;

c. Necessary action must be taken within a maximum of 3 (three) working days from the date of acceptance of any application by the customer after the purchase of Savings Certificates (e.g., change of nominee, change of account number, change of mobile number, EFT-related issues, etc.);

d. The lead banks of District Savings Offices/Bureaus and National Savings Bureaus under the Directorate of National Savings will clear the information of customers of the offices/bureaus in due time and inform the relevant offices;

e. Cheques presented for clearing for the purchase of Savings Certificates cannot be returned without appropriate reason;

f. Profit/interest and principal/matured amount of Savings Certificates sent via Electronic Fund Transfer (EFT) instruction in favor of the customer cannot be returned;

g. Regarding the issue of collection of charges on transactions conducted through Bangladesh Automated Clearing House (BACH), the 4th instruction of PSD Circular No. 1/2013 issued by Bangladesh Bank on 28 February 2013 and the instructions issued by Bangladesh Bank from time to time on this matter must be followed properly;

h. The issuing bank or branch cannot force the customer to open an account in that bank or branch during the sale of Savings Certificates, and

i. For security reasons, a user ID of one person or one branch of the bank cannot be used by another person or another branch.

With reference to the subject above, it is informed that the prize money payment method for Prize Bonds has been decentralized among all offices of Bangladesh Bank with the aim of providing the prize money claimed by Prize Bond winners to their bank accounts quickly and easily. That is, the prize money for Prize Bonds will be paid through all offices of Bangladesh Bank. In this regard, all scheduled banks are advised to instruct their branches to send the prize claims received from Prize Bond winners to the Bangladesh Bank of the relevant region.
