DOS Circular Letter No. 03: Financial and Regulatory Reporting of 'Bangladesh Government Special Purpose Bond' Held by Banking Companies

Banking companies in Bangladesh must exclude Bangladesh Government Special Purpose Bonds from their Held-for-Trading securities calculations if they are primary dealer banks, and exclude them from Held-to-Maturity portfolio limit calculations if they are non-primary dealer banks. This directive is issued under Section 45 of the Bank Company Act, 1991, takes immediate effect, and leaves previous DOS Circular Letters No. 5/2008, 5/2009, and 27/2023 unchanged.

In the context of Financial and Regulatory Reporting of 'Bangladesh Government Special Purpose Bond' held by Banking Companies.

Dear Sir,

It has been decided to follow the following procedures until further instructions are issued regarding the financial and regulatory reporting of 'Bangladesh Government Special Purpose Bond' issued by the Government of Bangladesh to various banking companies for subsidies on gas and electricity:

(a) The said Special Purpose Bond will be kept outside the accounting of the total securities held by the bank in the minimum Held-for-Trading securities accounting of the primary dealer bank; and

(b) The said Special Purpose Bond will be kept outside the accounting related to determining the maximum limit of the Held-to-Maturity portfolio of non-primary dealer banks.

This directive is issued under the powers granted in Section 45 of the Bank Company Act, 1991. This directive will take immediate effect. In addition, other directives of the relevant DOS Circular Letter No-5/2008, DOS Circular Letter No-5/2009, and DOS Circular Letter No-27/2023 will remain unchanged.
