DOS Circular Letter No. 19: Regarding observing the National Mourning Day and the 43rd anniversary of martyrdom of Father of the Nation Bangabandhu Sheikh Mujibur Rahman with due respect

The Department of Off-Site Supervision of Bangladesh Bank transmits the minutes of a preparatory meeting held by the Ministry of Finance's Financial Institutions Division regarding the observance of the National Mourning Day on August 15, 2018, for the 43rd anniversary of the martyrdom of Bangabandhu Sheikh Mujibur Rahman. The document instructs all scheduled banks and financial institutions to lower the national flag to half-mast, ensure employee attendance at district and upazela-level programs, and organize activities such as flag-hoisting ceremonies, black armband wearing, prayer meetings, and blood donation campaigns. It further directs these entities to coordinate their internal schedules with the national program and submit detailed plans in a follow-up meeting scheduled for the first or second week of August 2018.

Minutes of the Preparatory Meeting on the Occasion of Observing the National Mourning Day on the 43rd Anniversary of the Martyrdom of the Great Architect of Independence, Father of the Nation Bangabandhu Sheikh Mujibur Rahman

After welcoming all present, the Chairperson started the meeting's agenda. At the beginning of the meeting, he highlighted the significance of the day and provided guidance regarding the actions to be taken by the Financial Institutions Division and all departments under this division to observe the National Mourning Day on the 43rd anniversary of the martyrdom of the Great Architect of Independence, Father of the Nation Bangabandhu Sheikh Mujibur Rahman. Additional Secretary Mr. Manik Chandra De, based on instructions received from the Cabinet Division, stated that on Wednesday, 15 August 2018, the national flag must be flown at half-mast correctly at all government, semi-government, autonomous institutions, educational institutions, and private buildings. Furthermore, all departments/institutions under this division must ensure the attendance of all employees at the respective levels in the national programs organized by the district and upazela administrations, alongside their own schedules.

In this context, the Chairperson called upon everyone to participate in public welfare work serving humanity by embracing the ideals of Bangabandhu Sheikh Mujibur Rahman. Additionally, keeping the National Mourning Day in mind, he instructed all institutions/departments under this division to formulate and implement their own schedules in coordination with the national program.

  1. The representative of Bangladesh Bank stated that Bangladesh Bank has organized voluntary blood donation programs, painting competitions, prayer meetings (Dua Mahfil), and rallies on the National Mourning Day. In this regard, the Chairperson advised Bangladesh Bank to take initiatives to observe the National Mourning Day in coordination with the national programs of all government and private financial institutions.

The representative of the Microcredit Regulatory Authority stated in the discussion that preparations are being made to observe the National Mourning Day involving nearly 700 institutions under their purview. All their 20 large institutions at the divisional and district levels have been directly involved in the program, and other institutions will participate in specific programs organized by the district and upazela administrations.

The Insurance Development and Regulatory Authority, Life Insurance Corporation, and General Insurance Corporation stated that they will organize prayer meetings (Dua Mahfil), wear black armbands, and hold rallies nationwide. ICBC and the Bangladesh Securities and Exchange Commission expressed plans to hold charity feasts, prayer meetings (Dua Mahfil), and discussion sessions on the life history of Bangabandhu.

Additionally, Krishi Bank has planned to draw a portrait of Bangabandhu in front of the bank building on the National Mourning Day, have employees at all levels wear black armbands throughout the month, offer floral wreaths to the portrait of Bangabandhu on the National Mourning Day, and hold Milad Mahfil and Quran Tilawat programs. Janata Bank Limited has also taken similar programs, as informed by the Managing Director and CEO of the aforementioned bank to the meeting.


After detailed discussion in the meeting, the following decisions were taken:

  1. All departments/institutions under this division will formulate and implement their own schedules in coordination with the national program.

  2. All departments/institutions under the Financial Institutions Division will organize events such as discussion sessions, wearing black armbands, and prayer meetings (Dua Mahfil) to observe the National Mourning Day with due respect, and ensure the attendance of all employees in the national programs organized by the district and upazela administrations.

  3. Various departments/institutions will take programs for public welfare/serving humanity along with other adopted programs.

  4. A follow-up meeting will be held in the first or second week of August on the occasion of observing the National Mourning Day, involving all departments/institutions under this division. All departments/institutions will present their detailed programs in the said meeting.

Finally, the Chairperson concluded the meeting by calling for the proper observance of the National Mourning Day on the 43rd anniversary of the martyrdom of the Great Architect of Independence, Father of the Nation Bangabandhu Sheikh Mujibur Rahman.
