Directive No. 03/DEE/DSB/DRO-2019, dated March 28

The Banco Nacional de Angola issued Directive No. 03/DEE/DSB/DRO-2019 to mandate Commercial Banks to submit monthly, via the SSIF electronic system, detailed data on new credits granted, matured credits, restructured credits, write-offs, and captured deposits by economic sector and market segment. THE GOVERNOR DIRECTIVE NO. 03/DEE/DSB/DRO-2019 ORIGIN: Department of Economic Studies (DEE) Banking Supervision Department (DSB) Financial System Regulation and Organization Department (DRO) DATE 28/03/2019 SUBJECT: Submission of Additional Information on New Credits and Deposits through the Financial Institutions Supervision System - SSIF

Whereas it is necessary for the Banco Nacional de Angola to monitor, in greater detail, financial intermediation activity within the banking sector, specifically new credits granted to the economy by Commercial Banks, as well as new deposits captured from their clients; Pursuant to Article 96 of Law No. 12/15, dated June 17, the Framework Law for Financial Institutions; This Directive serves to establish the following:

  1. Commercial Banks must submit the following information monthly: 1.1 Total amount of new credits granted to the economy, by economic activity sector, during the reported period, as per Annex I of this Directive; 1.2 Total amount of matured credits, during the reported period, as per Annex I of this Directive; 1.3 Total amount of restructured credits during the reported period, as per Annex I of this Directive; 1.4 Total amount of credits transferred to write-off during the reported period, as per Annex I of this Directive;

The information referred to in the preceding points must be submitted electronically, by the 8th day of the following month, using the Financial Institutions Supervision System (SSIF), in accordance with the provisions, requirements, and specifications of the XML message available on the SSIF Portal. 3. For the purposes of the preceding paragraph, until the SSIF is available for sending and receiving the information referred to in number 1, Commercial Banks must submit it to the Department of Economic Studies (DEE) of the Banco Nacional de Angola (BNA), in Excel format, via the electronic address: dee@bna.ao. 4. The submitted information must reflect new credits granted to the economy, matured credits, restructured credits, credits transferred to write-off, and new deposits captured by commercial banks during the reported period. The reported information must comply with the principles and procedures of sound banking practice. 5. The information submitted by Commercial Banks must be previously validated by the SSIF system and assumed as final, not admitting provisional data. 6. In case of error, the Commercial Bank is notified of detected irregularities for correction purposes, without being exempted from complying with the established deadlines. 7. Failure to submit information, submission of incorrect information, or non-compliance with established deadlines subjects the Bank to penalties provided for in the Framework Law for Financial Institutions.
