President Marc Ravalomanana issued Decree No. 2002-023 on March 18, 2002 to abrogate Decree No. 98-569 of August 12, 1998 and terminate the appointments of the administrators of the Central Bank of Madagascar. The Vice Prime Minister for Economy, Finance and Budget executes this decree, which takes immediate effect upon radio and television broadcast alongside public posting. This abrogation nullifies prior administrative appointments, thereby resetting the governance structure of Madagascar's central banking authority.
DECREE No. 2002-023 of March 18, 2002 on the Abrogation of the Appointment of Administrators of the Central Bank of Madagascar (JORM of March 25, 2002, p. 1046) The President of the Republic, Having regard to the Constitution, Having regard to Law No. 94-004 of June 10, 1994 establishing the statutes of the Central Bank, Having regard to Decree No. 2002-001 of February 26, 2002 on the appointment of the Prime Minister, Head of Government, Having regard to Decree No. 2002-002 of February 28, 2002 and Decree No. 2002-003 of March 4, 2002 on the appointment of members of the Government, Having regard to Decree No. 98-569 of August 12, 1998 on the appointment of administrators of the Central Bank of Madagascar, On the proposal of the President of the Republic and the Prime Minister, Head of Government, In Council of Ministers, Decrees: Article 1 – The provisions of Decree No. 98-569 of August 12, 1998 on the appointment of administrators of the Central Bank of Madagascar are and remain abrogated. Article 2 – The Vice Prime Minister in charge of the Economy, Finance and Budget is responsible for the execution of this decree, which, due to urgency and in accordance with Article 6 of Ordinance No. 62-041 of September 19, 1962 on the general provisions of domestic law and private international law, enters into force immediately upon publication by radio broadcast, television broadcast, and posting, independently of its insertion in the Official Journal of the Republic.
