Publication of Iranian Transactions and Sanctions Regulations Web General License

The Department of the Treasury’s Office of Foreign Assets Control (OFAC) published General License R to authorize specific transactions otherwise prohibited by Executive Order 13902. This license permits limited safety, environmental, and cargo offloading activities involving certain blocked vessels and persons, provided these actions occur outside Iran and Russia and payments are made into blocked interest-bearing accounts in the United States. The authorization remains valid until October 1, 2025, and explicitly prohibits the entry into new commercial contracts or any other transactions not specifically covered by the general license.

47230 Federal Register / Vol. 90, No. 188 / Wednesday, October 1, 2025 / Rules and Regulations Determination Pursuant to Section 1(a)(i) of Executive Order 13902 Section 1(a)(i) of Executive Order 13902 of January 10, 2020 (‘‘Imposing Sanctions With Respect to Additional Sectors of Iran’’) (E.O. 13902) imposes economic sanctions on any person determined by the Secretary of the Treasury, in consultation with the Secretary of State, to operate in such sectors of the Iranian economy as may be determined, pursuant to section 1(a)(i) of the order, by the Secretary of the Treasury, in consultation with the Secretary of State. To further deny funding to the Iranian regime’s nuclear program, missile development, terrorism and terrorist proxy networks, and malign regional influence, in response to its extraordinary threat to the national security and foreign policy of the United States described in E.O. 13902, and in consultation with the Secretary of State, I hereby determine that section 1(a)(i) shall apply to the financial sector of the Iranian economy. Any person I or my designee subsequently determine, in consultation with the Secretary of State, operates in this sector shall be subject to sanctions pursuant to section 1(a)(i). October 8, 2020. OFFICE OF FOREIGN ASSETS CONTROL Russian Harmful Foreign Activities Sanctions Regulations 31 CFR Part 587 GENERAL LICENSE NO. 104A Authorizing Transactions Related to Imports of Certain Diamonds Prohibited by Executive Order 14068 (a) Except as provided in paragraph (b) of this general license, all transactions prohibited by the determination of February 8, 2024 made pursuant to section 1(a)(i)(B) of Executive Order (E.O.) 14068 (‘‘Prohibitions Related to Imports of Certain Categories of Diamonds’’) that are ordinarily incident and necessary to the importation and entry into the United States, including importation for admission into a foreign trade zone located in the United States, of the following categories of diamonds are authorized through 12:01 a.m. eastern daylight time, September 1, 2026, provided that the diamonds were physically located outside of the Russian Federation before, and were not exported or re-exported from the Russian Federation since: (1) March 1, 2024 for non-industrial diamonds with a weight of 1.0 carat or greater; or (2) September 1, 2024 for non￾industrial diamonds with a weight of 0.5 carats or greater. Note 1 to paragraph (a). The importation and entry into the United States, including importation for admission into a foreign trade zone located in the United States, of non￾industrial diamonds of Russian Federation origin remains prohibited pursuant to section 1(a)(i)(A) of E.O. 14068. (b) This general license does not authorize any transactions otherwise prohibited by the Russian Harmful Foreign Activities Sanctions Regulations, 31 CFR part 587 (RuHSR), including transactions involving any person blocked pursuant to the RuHSR, unless separately authorized. OFFICE OF FOREIGN ASSETS CONTROL Executive Order 13902 of January 10, 2020 Imposing Sanctions With Respect to Additional Sectors of Iran GENERAL LICENSE R Authorizing Limited Safety and Environmental Transactions and the Offloading of Cargo Involving Certain Persons or Vessels Blocked on July 30, 2025 (a) Except as provided in paragraph (b) of this general license, all transactions prohibited by Executive Order (E.O.) 13902 that are ordinarily incident and necessary to one or more of the following activities involving the blocked vessels or blocked persons listed in the Annex to this general license, and any entity in which those blocked persons own, directly or indirectly, individually or in the aggregate, a 50 percent or greater interest, are authorized through 12:01 a.m. eastern daylight time, October 1, 2025, provided that any payment to a blocked person must be made into a blocked interest-bearing account located in the United States: (1) The safe docking and anchoring in, and departure from, any port, excluding ports located in Iran or the Russian Federation, or under the control of the Government of Iran or the Government of the Russian Federation, of the blocked vessels listed in the Annex to this general license (the ‘‘Blocked Vessels’’); (2) The preservation of the health or safety of the crew of any of the Blocked Vessels; (3) Emergency repairs of any of the Blocked Vessels or environmental mitigation or protection activities relating to any of the Blocked Vessels; or (4) The delivery and offloading of cargo involving the Blocked Vessels, provided that the cargo was loaded on or before July 30, 2025 and that the delivery and offloading of cargo does not occur at any port located in Iran or the Russian Federation or under the control of the Government of Iran or the Government of the Russian Federation. Note 1 to paragraph (a). The authorization in paragraph (a) of this general license includes services such as vessel management, crewing, bunkering, piloting, registration, flagging, insurance, classification, and salvage. (b) This general license does not authorize: (1) The entry into any new commercial contracts involving the property or interests in property of any blocked persons, including the blocked persons described in paragraph (a) of this general license, except as authorized by paragraph (a); or (2) Any transactions or activities prohibited by E.O. 13902, except as authorized by paragraph (a) of this general license, or any transaction or activity prohibited by any other E.O. or any part of 31 CFR chapter V, including any transaction or activity involving Iran, the Government of Iran, or Iranian￾origin goods or services that is prohibited by the Iranian Transactions and Sanctions Regulations (31 CFR part 560).
