Attached is a copy of a letter from Mr. Ishtar Hilana - Director General of the General Administration of Non-Governmental Organizations and Public Affairs at the Ministry of Interior, No. (5587), regarding the request to facilitate banking transaction procedures for the Al-Khalil Reconstruction Committee, established by the amended Presidential Decree No. (9) of 2024, and subordinate to the Palestinian Council of Ministers.
Please take the necessary action regarding this matter.

Greetings,
Subject: Al-Khalil Reconstruction Committee / National Campaign to Lift the Closure of Central Hebron
The General Administration of Non-Governmental Organizations and Public Affairs at the Ministry of Interior extends its warmest greetings to you. With reference to the above subject, we inform you that the Al-Khalil Reconstruction Committee is a national campaign to lift the closure of Central Hebron. The Committee was established based on the decision of the late President Yasser Arafat dated 1996/08/12, and the Presidential Decree for the year 2024 was amended by His Excellency President Mahmoud Abbas on 2024/08/05 regarding the Al-Khalil Reconstruction Committee. Article No. (2) stipulated: "A committee named the Al-Khalil Reconstruction Committee shall be established by the provisions of this Decree. It shall enjoy legal personality, independent financial status, and legal capacity to carry out the acts that ensure the achievement of the objectives for which it was established. It shall be subordinate to the Council of Ministers, and a special budget shall be allocated to it within the budget of the Ministry of Culture."
Therefore, and based on the approval of the Minister of Interior, in correspondence with you to facilitate banking transaction procedures for the Committee as it is a quasi-governmental institution subordinate to the Council of Ministers, we request your instructions to the relevant parties to facilitate the banking transaction procedures for the Committee.
