The Croatian Financial Services Supervisory Agency (Hanfa) issued this Guideline to standardize the electronic preparation and submission of monthly, quarterly, and annual reports by insurance and reinsurance companies, as well as cross-border branches and insurance groups. It mandates specific electronic file formats—including XML, PDF, XLS, and XBRL—for statistical, financial, investment, Solvency and Financial Condition (SFCR), Regular Supervisory (RSR), and Own Risk and Solvency Assessment (ORSA) reports, all requiring management or Appointed Actuary signatures. Effective from 1 January 2023, the document replaces prior reporting rules and establishes precise technical standards, submission deadlines, and electronic signing procedures aligned with EU Solvency II regulations.

Based on Article 15, point 7 of the Act on the Croatian Financial Services Supervisory Agency (Official Gazette nos. 140/05 and 12/12) and Article 191, point 1 of the Insurance Act (Official Gazette nos. 30/15, 112/18, 63/20, 133/20 and 151/22), the Croatian Financial Services Supervisory Agency, at a meeting of its Management Board held on 28 February 2023, adopts GUIDELINE ON THE PREPARATION AND SUBMISSION OF REPORTS BY INSURANCE AND REINSURANCE COMPANIES IN ELECTRONIC FORM
Introduction This Guideline specifies the format and method of submission for reports by insurance or reinsurance companies, as well as insurance companies from other Member States providing insurance and reinsurance services through a branch within the Republic of Croatia, in electronic form (hereinafter: reports). Insurance or reinsurance companies are required to submit monthly, quarterly, and annual reports in electronic form to the Croatian Financial Services Supervisory Agency (hereinafter: Hanfa) in accordance with the Insurance Act (Official Gazette nos. 30/15, 112/18, 63/20, 133/20 and 151/22; hereinafter: Insurance Act) and the regulations adopted based on it. Insurance companies from other Member States providing insurance and reinsurance services through a branch within the Republic of Croatia are required to submit monthly reports in electronic form to Hanfa in accordance with the Insurance Act and the regulations adopted based on it. The Appointed Actuary of an insurance or reinsurance company certifies the correctness of data presented in certain statistical reports by preparing a statement accompanying the quarterly and annual reports, as well as the Report and Opinion of the Appointed Actuary accompanying the annual report to Hanfa, in accordance with the Insurance Act and applicable regulations. Insurance or reinsurance companies, as well as groups of insurance or reinsurance companies (insurance groups), submit to Hanfa the Solvency and Financial Condition Report (SFCR), Regular Supervisory Report (RSR), Own Risk and Solvency Assessment (ORSA) report, as well as annual and quarterly quantitative templates in electronic form, in accordance with Commission Delegated Regulation (EU) 2015/35 of 10 October 2014 supplementing Directive 2009/138/EC of the European Parliament and of the Council on the taking-up and pursuit of the business of Insurance and Reinsurance (Solvency II) and all its amendments, Commission Implementing Regulation (EU) 2015/2450 of 2 December 2015 laying down implementing technical standards with regard to templates for the submission of information to supervisory authorities in accordance with Directive 2009/138/EC of the European Parliament and of the Council and all its amendments, and Commission Implementing Regulation (EU) 2015/2452 of 2 December 2015 laying down implementing technical standards with regard to procedures, formats and templates for the Solvency and Financial Condition Report in accordance with Directive 2009/138/EC of the European Parliament and of the Council and all its amendments.
Types of Reports The types of reports submitted electronically are:
annual report of an insurance or reinsurance company (IOS_G);
quarterly report of an insurance or reinsurance company (IOS_T);
monthly report of an insurance or reinsurance company (IOS_M);
monthly report of an insurance company from another Member State providing insurance and reinsurance services through a branch within the Republic of Croatia (IOS_FOE);
investment report of an insurance or reinsurance company (IUL);
Report and Opinion of the Appointed Actuary accompanying the annual report (IMOA);
Solvency and Financial Condition Report of an insurance or reinsurance company (SFCR-S);
Solvency and Financial Condition Report of an insurance group (SFCR-G);
Regular Supervisory Report of an insurance or reinsurance company (RSR-S);
Regular Supervisory Report of an insurance group (RSR-G);
annual quantitative information of an insurance or reinsurance company for Solvency II (ARS);
annual quantitative information of an insurance group for Solvency II (ARG);
quarterly quantitative information of an insurance or reinsurance company for Solvency II (QRS);

Structure of Reports Format of reports in electronic form and submission deadlines Reports are submitted in electronic form in the following formats and files:
This file constitutes a set of all financial, supplementary and statistical reports submitted as part of the annual, quarterly and monthly reports of insurance or reinsurance companies, excluding quantitative information for Solvency II purposes.
This file is intended for statements by the company's management, which may submit a separate comment, and in addition to numerical data from financial, supplementary and statistical reports, provides explanatory text as part of the annual and quarterly reports of insurance or reinsurance companies, excluding qualitative information for Solvency II purposes.
If an insurance or reinsurance company has two Appointed Actuaries separately for the life and non-life insurance groups, the files are submitted separately depending on the business of the insurance group with which the company is engaged and depending on the competence of the Appointed Actuary. These files contain the statement of the Appointed Actuary who certifies the correctness of data contained in the following statistical templates: SP_003, SP_003_R, SP_003_EU, SP_003_01_GMM, SP_003_01_VFA, SP_003_02_01, SP_003_02_02, SP_003_03 and SP_003_03_R.
These files are also intended for other statements by the Appointed Actuary on other significant items used for calculation, data, differences in reports and others, or for free text input which may be of different shape, format and length, with the possibility, but not obligation, to include copies of tables or templates within them.
The files Statement of the Appointed Actuary on statistical data, depending on the insurance group and competence of the Appointed Actuary, must be separated and separately signed and are submitted as part of the annual and quarterly reports of insurance or reinsurance companies.
XLS format file: Reasons for Significant Deviations, signed exclusively by the company's management; This file is intended for statements by the company's management on significant changes in investments, which are submitted as part of the monthly Investment Report of an insurance or reinsurance company.
PDF format file: IMOA, Report and Opinion of the Appointed Actuary accompanying the annual report, signed by the Appointed Actuary;
This file represents the electronic form of the Report of the Appointed Actuary in accordance with Article 188, paragraph 4 of the Insurance Act and the Opinion of the Appointed Actuary on the formation and adequacy of premiums, as well as the reliability and adequacy of statutory technical provisions in accordance with the Insurance Act provisions, which is submitted pursuant to Article 193 of the Insurance Act. The files Report and Opinion of the Appointed Actuary must be separated depending on the insurance groups with which the company is engaged or the competence of the Appointed Actuary, and are separately signed.
This file represents the electronic form of the Solvency and Financial Condition Report submitted by insurance or reinsurance companies, as well as insurance groups.
This file represents the electronic form of the Regular Supervisory Report submitted by insurance or reinsurance companies, as well as insurance groups.
This file constitutes a set of all quantitative information as part of the annual and quarterly reporting submitted by insurance or reinsurance companies, as well as insurance groups.
This file represents the electronic form of the Own Risk and Solvency Assessment (ORSA) report submitted by insurance or reinsurance companies, as well as insurance groups. 4. Description of Report File in PDF Format Report files in PDF format are intended for the submission of reports with free-format text.
Report File in XML Format Insurance or reinsurance companies, as well as insurance companies from other Member States providing insurance and reinsurance services through a branch within the Republic of Croatia, are required to prepare report files in XML format in accordance with Hanfa's prescribed XML scheme. The procedure by which these entities convert report data into the specified format is determined and carried out solely by insurance or reinsurance companies, as well as insurance companies from other Member States providing insurance and reinsurance services through a branch within the Republic of Croatia. XML schemes for preparing reports are published at: http://reports.hanfa.hr/Documentation.
Report File in XBRL Format Insurance or reinsurance companies, as well as insurance groups, are required to prepare report files in XBRL format in accordance with the currently applicable XBRL Taxonomy developed by EIOPA. The procedure by which these entities convert report data into the specified format is determined and carried out solely by insurance or reinsurance companies, as well as insurance groups. Information regarding the Data Point model and EIOPA's XBRL Taxonomy is published on their websites.
Signing of Files The signing of files that insurance or reinsurance companies, as well as groups of insurance or reinsurance companies, and insurance companies from other Member States providing insurance and reinsurance services through a branch within the Republic of Croatia are required to submit is carried out in accordance with the currently applicable Technical Guideline for the application of electronic signatures in the reporting process of the Croatian Financial Services Supervisory Agency.
Submission of Reports The reports listed in point 2 of this Guideline by insurance or reinsurance companies, groups of insurance companies, and insurance companies from other Member States providing insurance and reinsurance services through a branch within the Republic of Croatia are submitted in accordance with the currently applicable Technical Guideline for using the electronic data submission system of the Croatian Financial Services Supervisory Agency at reports.hanfa.hr.
Final Provisions The signing rules are the same as those applicable to handwritten signatures used for the written form of reports. The annual, quarterly and monthly reports, Solvency and Financial Condition Report, Regular Supervisory Report, Own Risk and Solvency Assessment report, as well as annual and quarterly quantitative templates are signed by at least two members of the management of an insurance or reinsurance company, as well as the participating company of an insurance group. The monthly report of an insurance company from another Member State providing insurance and reinsurance services through a branch within the Republic of Croatia is signed by management members in the number required for valid representation of the company before public authorities. The management of an insurance or reinsurance company, as well as the participating company of an insurance group may, in accordance with representation regulations, authorize another person in writing to sign reports, subject to prior notification to Hanfa. The Statement of the Appointed Actuary on statistical data, as well as the Report and Opinion of the Appointed Actuary accompanying the annual report, are signed by the Appointed Actuary. Exceptionally, in case of inability to act, the Appointed Actuary may, in accordance with representation regulations, authorize another person in writing to sign reports, subject to prior notification to Hanfa. The Guideline on the preparation and submission of reports by insurance or reinsurance companies in electronic form dated 21 December 2022 ceases to be valid upon the expiry of the last day of the submission deadline for reports with a status as of 31 December 2022.
