Exchange and Fractionation of Monetary Material

Financial Intermediation Entities (EIFs) and the Central Bank of Bolivia (BCB) are required to exchange deteriorated or mutilated Bolivian banknotes, provided they meet specific criteria including retaining two signatures and at least one serial number. Both EIFs and the BCB must also fractionate Bolivian banknotes and coins into smaller denominations, with limits of up to 100 pieces per denomination for natural persons and up to 1,000 pieces per denomination for public or private entities at the BCB, with EIFs handling the latter based on availability. The Financial System Supervision Authority (ASFI) will oversee EIFs' adherence to these exchange and fractionation services during operational risk inspections and will impose sanctions for non-compliance.

EXTERNAL CIRCULAR La Paz, June 23, 2026 CIEX N° 10/2026 FROM: GENERAL MANAGEMENT TREASURY MANAGEMENT TO: FINANCIAL INTERMEDIATION ENTITIES SUBJECT: EXCHANGE AND FRACTIONATION OF MONETARY MATERIAL Sirs: By R.D. N° 73/2026 of May 28, 2026, the Regulation for the Exchange and Fractionation of Monetary Material of the BCB, approved by R.D. N° 67/2023 of May 2, 2023, was rendered without effect. In compliance with article 2 of the aforementioned R.D. N° 73/2026, the following is provided:

  1. Financial Intermediation Entities (EIFs) and the Central Bank of Bolivia (BCB) are obliged to exchange deteriorated or mutilated Bolivian banknotes, according to the criteria established in the “Manual for the Selection of Bolivian Banknotes”, provided that they clearly retain their two signatures and at least one serial number.
  2. EIFs and the BCB in all their branches and agencies within the national territory are obliged to fractionate Bolivian banknotes and coins for others of lower value, according to the following classification: i) For natural persons, up to 100 pieces of banknotes per denomination and up to 100 pieces of coins per denomination. ii) For public entities or private companies, the BCB will attend to the requested fractionation by note, up to 1,000 pieces of banknotes per denomination and up to 1,000 pieces of coins per denomination. In the case of EIFs, they will attend based on their availabilities.
  3. ASFI will incorporate the supervision of the adequate provision of national currency exchange and fractionation services by EIFs into its Operational Risk inspections, and in case of identifying non-compliance, it will proceed to sanction the EIF according to its regulations.
