Exclusion of Housing for All Egyptians Initiative Clients from Real Estate Financing Interest Rate Adjustments
The Council of Ministers approved that amendments to real estate financing interest rates do not apply to customers who previously submitted reservations through the Housing for All Egyptians Initiative advertisements No. (1-2-3). These excluded customers retain the interest rates of (3%, 8%) decreasing for low- and middle-income individuals as established by the Central Bank of Egypt initiatives and prior Council of Ministers decisions. Banks are required to comply with this exclusion when applying the new rates.

بالإشارة الى الكتاب الدوري المؤرخ ١٦ أكتوبر ٢٠٢٥ بشأن موافقة مجلس الوزراء على تعديل أسعار عائد Referring to the circular dated October 16, 2025, regarding the approval of the Council of Ministers to amend the interest rates on
مبادرة التمويل العقاري لمتوسطي الدخل الصادرة بموجب الكتاب الدوري المؤرخ ۱۹ ديسمبر ۲۰۱۹ وتعديلاته، وكذا the real estate financing initiative for middle-income individuals issued under the circular dated December 19, 2019, and its amendments, as well as
مبادرة التمويل العقاري لمحدودي ومتوسطي الدخل الصادرة بموجب الكتاب الدوري المؤرخ ۱۳ يوليو ۲۰۲۱، the real estate financing initiative for low- and middle-income individuals issued under the circular dated July 13, 2021,
لتصبح (۸، ۱۲) متناقص بدلا من (۳، ۸) متناقص، على الترتيب. to become (8%, 12%) decreasing instead of (3%, 8%) decreasing, respectively.
أرجو التفضل بالإحاطة أن مجلس الوزراء قد وافق بجلسته رقم (٦٣) المؤرخة ٢٢ أكتوبر ٢٠٢٥ على ما يلي: Please note that the Council of Ministers has approved in its session No. (63) dated October 22, 2025, the following:
"أن تلك التعديلات لا تسري على العملاء السابق تقدمهم للحجز بإعلانات مبادرة سكن لكل المصريين رقم (١-٢-٣) "These amendments do not apply to customers who have previously applied for reservations through the "Housing for All Egyptians" initiative No. (1-2-3)
السابق طرحها بسعر عائد (۳، ۸%) متناقص لمنخفضي ومتوسطي الدخل وفقا لمبادرتي البنك المركزي المصري previously offered at an interest rate of (3%, 8%) decreasing for low- and middle-income individuals, according to the initiatives of the Central Bank of Egypt
