External Circular No. 04/2026: Regulation of Financial Operations with Foreign Entities for Central Level State-Owned Enterprises and Majority State-Owned Companies

The Central Bank of Bolivia (BCB) repeals previous resolutions and circulars to establish new procedures for foreign financial operations by central level state-owned enterprises and majority state-owned companies. These entities must receive foreign transfers in BCB accounts abroad, with subsequent crediting to USD accounts at the BCB, national currency accounts at Banco Unión S.A., or national currency Treasury books. Majority state-owned companies are additionally permitted to execute fund transfer operations through Financial Intermediation Entities.

EXTERNAL CIRCULAR La Paz, April 2, 2026 CIG No. 4/2026 FROM: GENERAL MANAGEMENT INTERNATIONAL OPERATIONS MANAGEMENT TO: CENTRAL LEVEL STATE-OWNED ENTERPRISES AND ENTERPRISES IN WHICH THE STATE HOLDS A MAJORITY OF SHARES SUBJECT: REGULATION OF FINANCIAL OPERATIONS WITH FOREIGN ENTITIES FOR CENTRAL LEVEL STATE-OWNED ENTERPRISES AND ENTERPRISES IN WHICH THE STATE HOLDS A MAJORITY OF SHARES

Gentlemen: The Central Bank of Bolivia (BCB) informs that, through Board Resolution (RD) No. 28/2026 of March 17, 2026, RD No. 006/2023 of January 4, 2023, RD No. 120/2023 of August 29, 2023, and RD No. 093/2024 of July 11, 2024, related to financial operations with foreign entities for central level state-owned enterprises and enterprises in which the State holds a majority of shares, their subsidiaries, and their affiliates, were repealed.

In this framework, state-owned enterprises will receive their transfers in BCB accounts abroad, for subsequent crediting to USD accounts authorized at the Issuing Authority, to national currency accounts at Banco Unión S.A., or to Treasury books of the General Treasury of the Nation in national currency.

Regarding this matter, enterprises in which the State holds a majority of shares may carry out their fund transfer operations through Financial Intermediation Entities.

External Circular CIEX No. 14/2023 of March 8, 2023, is hereby repealed.
