External Circular No. 8/2020: Receipt of Operation Request Procedures at the Central Bank of Bolivia

Public sector entities must submit operation request procedures through the Single Correspondence Window (VUC) on business days between 08:30 and 18:30, starting March 4, 2020. Requests must bear signatures previously accredited with the Central Bank of Bolivia, and digital document submissions require formal notification of the sending email address by executive authorities. The circular establishes specific cutoff times for same-day processing of various financial operations and repeals External Circular No. 33/2019.

Ladies and Gentlemen:

The Central Bank of Bolivia (BCB) announces that starting March 4, 2020, public entities conducting operation request procedures must comply with the following provisions:

1. Receipt of Operation Request Procedures Operation Request Procedures will be received at the BCB through the Single Correspondence Window (VUC), on all business days from 08:30 to 18:30, in accordance with the Limit Schedule for Processing Public Sector Operations on the Same Day¹. Furthermore, the procedures must be directed to the corresponding operational area.

2. Control of Authorized Signatures in Operation Request Procedures Operation Request Procedures must bear authorized signatures that have been previously accredited with the BCB. Requests with signatures that do not match the records held by the BCB will not be accepted. Additionally, the submission time will be verified. BCB operational areas may reject requests when the submitted documentation contains errors, alterations, is incomplete, lacks sufficient funds, or does not meet the requirements and regulations established to carry out the operations.

3. Accreditation of Authorized Signatures Accreditation Requests (Registration or Cancellation, as applicable) will be made using the following Forms:

  • Form. 2860-005 Request for Registration of External Authorized Signatures

  • Form. 2860-006 Request for Cancellation of External Authorized Signatures

Requesting Entities must download the cited forms from the BCB website, complete the information, attach the requirements, and send them to the BCB through the VUC.

The forms and the registration instruction are published in electronic format on the BCB WEB PAGE at the address:

https://www.bcb.gob.bo/firmasautorizadas

Requests for accreditation of signatory signatures that are registered as active in another entity or in another position within the same entity will not be accepted; therefore, the corresponding cancellation must be previously requested with the BCB.

Attention notes are not required for the Accreditation procedure.

4. Receipt of Digital Procedures In compliance with the Institutional E-Government Plan of the Central Bank of Bolivia, approved by R.D. No. 078/2018 of June 26, 2018, documents signed digitally will be received and processed. To subscribe to this procedure modality, the Highest Executive Authorities of the Entities requiring the sending of digital procedures must formally communicate the email address from which the messages with the digital procedures will be sent.

External Circular CIEX No. 33/2019 of May 31, 2019 is hereby repealed.
