The OCC, Federal Reserve, and FDIC propose to rescind the 2023 Community Reinvestment Act final rule and reinstate the 1995 CRA regulations with conforming amendments. This action aims to restore regulatory certainty and limit burden on banks by returning to the framework in effect prior to the 2023 modernization. The agencies are also proposing technical amendments to CRA sunshine requirements and the OCC's Public Welfare Investments regulation.
