FinCEN Advisory on the Iranian Regime’s Illicit Oil Smuggling Activities, Shadow Banking Networks, and Weapons Procurement Efforts

The U.S. Department of the Treasury’s Financial Crimes Enforcement Network issued this advisory to support the maximum pressure campaign against Iran by identifying red flags for sanctions evasion related to illicit oil smuggling, shadow banking, and weapons procurement. Financial institutions are requested to reference this advisory in Suspicious Activity Reports to help detect and report transactions involving Iran’s shadow fleet vessels, multi-jurisdictional front companies, and exchange houses used to launder revenue for the Islamic Revolutionary Guard Corps and its proxies. The document details specific typologies, including the use of falsified documents, AIS manipulation, and complex layering schemes to obscure the origin of Iranian oil and facilitate the procurement of dual-use goods for ballistic missile and UAV programs.
