Circular LISOL 1-1135 OPRAC 1-1305: Financing for the Non-Financial Public Sector. Debt Securities of the Province of Mendoza.

The Central Bank of the Argentine Republic issued Communication “A” 8408 to waive regulatory observations on financial institutions’ acquisition of local debt securities issued by the Province of Mendoza, capping eligible purchases at $493.7 billion under Provincial Laws 8,706 and 9,681. The resolution aligns with the consolidated framework for non-financial public sector financing and incorporates conditions set by the Treasury Secretariat of the Ministry of Economy. Financial institutions must continue to comply with existing credit risk segregation requirements while exercising this waiver.

We address you to inform you that this Institution has adopted the resolution which, in its relevant part, provides: “- No observations shall be made, within the framework of the restriction contained in point 2.1 of the consolidated text on Financing for the Non-Financial Public Sector, regarding financial institutions' ability to acquire debt securities in the local market to be issued by the Province of Mendoza up to a total amount of $493,730,880,410 (four hundred ninety-three billion seven hundred thirty million eight hundred eighty thousand four hundred ten pesos), as provided for in Provincial Laws 8,706 and 9,681 and in accordance with the conditions established in note NO-2026-23567011-APN-SH#MEC of the Treasury Secretariat of the Ministry of Economy of the Nation, without prejudice to the compliance by the intervening financial institutions with the provisions on credit risk segregation set forth in said regulatory framework.” We extend our cordial regards.
