Regulatory Capital Rules: Risk-Based Capital Requirements for Depository Institution Holding Companies Significantly Engaged in Insurance Activities

The Board of Governors of the Federal Reserve System adopted final rules establishing risk-based capital requirements for depository institution holding companies significantly engaged in insurance activities. The rule implements the Building Block Approach, which aggregates legal entity capital requirements from insurance and banking frameworks to determine enterprise-wide capital positions. This framework requires a minimum BBA ratio of 250 percent and a 150 percent capital conservation buffer, effective January 1, 2024.
