Treasury Sanctions Exploit Broker Network for Theft and Sale of U.S. Government Cyber Tools

The U.S. Department of the Treasury's Office of Foreign Assets Control designated four individuals and three entities for their involvement in a network stealing and selling U.S. government cyber tools. The sanctions target Russia-based broker Sergey Zelenyuk and his affiliates under the Countering America's Adversaries Through Sanctions Act and the Protecting America's Cyber Infrastructure Act. These designations block property and prohibit transactions with the listed parties while imposing secondary sanctions risks on those engaging with them.
