The Department of the Treasury’s Office of Foreign Assets Control published General Licenses 12 and 13 to authorize specific transactions otherwise prohibited by the Belarus Sanctions Regulations. General License 13 authorizes transactions involving Joint Stock Company Belarusian Potash Company, Agrorozkvit LLC, and Belaruskali OAO, while General License 12 unblocks and authorizes transactions related to three specific aircraft. Both licenses were previously issued online and remain subject to exclusions regarding blocked funds and other prohibited persons.
