The updated Guidelines for Foreign Exchange Transactions, 2009 (Volume 2) are issued to all related parties, incorporating instructions from FE circulars up to 31 July 2010 and including rationalized additions, deletions, and amendments to statements, schedules, and forms. Authorized dealers must submit returns for December 2011 based on the new format starting in January 2011, while continuing to use the existing manner for monthly returns up to December 2010. Existing holders of Volume 1 are requested to collect the new Volume 2 free of cost from the Human Resources Management Section of the Foreign Exchange Policy Department or download it from the Bangladesh Bank website.

Reference is drawn to the instructions mentioned in FE circular no 09 dated 30 July, 2009 regarding issuance and delivery of volume-1 of Guidelines for Foreign Exchange transactions, 2009. 02. Volume 2 of Guidelines for Foreign Exchange Transactions, 2009 (updated version of Guidelines for Foreign Exchange Transactions, 1996) has been issued to follow by all related parties. Instructions mentioned in FE circulars of upto 31 July, 2010 have been incorporated in this version. Moreover, considering rationality addition, deletion and rectification/amendment of some statement/schedule/form have been made. 03. Since it would require some time to submit returns as per amended statement/schedule/form, authorized dealers are required to submit December 2010 based return from next January 2011 as per above mentioned format of the new version. However, submission of November 2010 based monthly returns i.e. up to December 2010 will have to be continued in the existing manner. 04. Those who have already taken Guidelines for Foreign Exchange Transactions, 2009 volume 1 are requested to collect the copy of new version of volume 02 free of cost from Human Resources Management Section of Foreign Exchange Policy Department as soon as possible. It is to be mentioned that the version is also available in Bangladesh Bank website (www.bangladeshbank.org.bd). This instruction has been issued under the purview of section 20(3) of Foreign Exchange Regulation Act, 1947 (Act VII of 1947).
