Paragraph 7 of FE Circular No. 31, dated July 31, 2025, is amended by substituting sub-paragraphs (1) to (7) with a revised list of exports exempted from declaration and repatriation of export proceeds. The updated provisions cover bonafide trade samples, personal effects of travelers, ships stores and transhipment cargo, goods shipped for the Government of Bangladesh or its designated authorities, gift packets with specific value declarations, and parcels covered by a Bangladesh Bank certificate confirming no foreign exchange transaction. All other instructions, including those regarding E-Commerce exports without declaration on the EXP Form, remain unchanged.

To ensure alignment with the operational requirements, it has been decided to substitute the provisions in sub-paragraphs (1) to (7) of paragraph 7 with the following: “(1) bonafide trade samples as per Export Policy in force; (2) personal effects of travelers whether accompanied or unaccompanied; (3) ships stores and transhipment cargo; (4) goods shipped under the orders of the Government of Bangladesh, or any officers designated by the Government or by the Military, Naval, or Air Force authorities in Bangladesh for their respective requirements; (5) gift packets accompanied by a declaration from the sender confirming that the contents' value is below the Export Policy limit in force and no foreign exchange transaction is involved; (6) where the packet is covered by a certificate issued by Bangladesh Bank to the effect that the export of the parcel does not involve any transaction in foreign exchange.” 03. All other instructions, including those relating to E-Commerce exports without declaration on the EXP Form as stipulated at paragraph 64 of FE Circular No. 31/2025 and FE Circular No. 42/2025, shall remain unchanged.
