Foreign Exchange Policy Department-1 Bangladesh Bank Head Office Dhaka www.bb.org.bd FEPD-1 Circular Letter No. 10 Date: July 13, 2026 Head offices/principal offices of all Authorized Dealers in Bangladesh Foreign currency-Taka Swap facility for exporters operating in Specialized Zones against unencumbered funds in foreign currency accounts Dear Sirs, Please refer to FE Circular No. 41 dated November 03, 2025 in terms of which Authorized Dealers (ADs) were permitted to enter into foreign currency (FC)-Taka swap arrangements with exporters against balances held in their respective 30-day pool and Export Retention Quota (ERQ) accounts. 02. Attention is also invited to Part-K of FE Circular No. 31 dated July 01, 2025 regarding the general authorization for industrial enterprises operating in specialized zones to maintain foreign currency accounts. 03. With a view to expanding the scope of FC-Taka swap arrangements and facilitating short-term Taka liquidity for exporters operating in Specialized Zones—including Export Processing Zones (EPZ), Private Export Processing Zones (PEPZ), Economic Zones (EZ), and High-Tech Parks (HTP)—it has been decided that ADs may enter into FC-Taka swap arrangements with such exporters against unencumbered balances held in their respective foreign currency accounts. 04. All other provisions contained in the above-mentioned circulars shall remain unchanged. Please bring the contents of this circular to the notice of all your concerned constituents.
