Authorized Dealers may open new Letters of Credit for importers with unmatched Bills of Entry or Certified Invoices up to USD 200 or equivalent without prior approval from Bangladesh Bank. This allowance applies to import transactions that remained unmatched until 31 October 2017. Authorized Dealers must continue efforts to match these unpaid imports and report completion to the Foreign Exchange Operation Department.
Foreign Exchange Policy Department Bangladesh Bank Head Office Dhaka www.bb.org.bd FE Circular Letter No. 18 Date: 16 November, 2017 Head Offices/Principle Branches of all Authorized Dealers in Bangladesh Dear Sirs, Matching of Bill of Entry(ies)/Certified invoice(s) Please refer FE circular no. 04 dated 05 March, 2005 in terms of which ADs have been barred from opening new LC for importers who has failed to submit the bill of entry/certified invoice within stipulated or the extended period allowed by Bangladesh Bank. To facilitate smooth import transactions, it has been decided that ADs, without prior approval of Bangladesh Bank, may open new LCs on behalf of importers who has bill of entry/certified invoices unmatched with IMPs (within stipulated time or the allowed extended period) to the tune of up to USD 200 or equivalent to other foreign currencies. ADs shall continue its endeavor for matching such unmatched bill of entry within shortest time. ADs shall duly report to Foreign Exchange Operation Department, Bangladesh Bank as and when the matching of such IMPs has been completed. These instructions will be applicable for such IMPs that have remained unmatched till 31 October, 2017. Please bring the contents of this circular to the notice of all your concerned constituents.
