Regarding inclusion of raw jute as a conditional exportable item in Annex-2 of Export Policy 2024-2027.

A circular issued by the Ministry of Commerce, Government of the People's Republic of Bangladesh, via Memorandum No. 26.00.0000.100.42.010.18.38 dated September 08, 2025, is attached herewith for your information and necessary action.

All concerned parties are requested to be informed about this matter.

Subject: Inclusion of Raw Jute as a Conditional Exportable Item in Annex-2 of Export Policy 2024-2027.

Reference: Ministry of Commerce Memorandum No. 26.00.0000.100.42.010.18.38 dated 08 September, 2025.

It is submitted that, in order to promote the export of jute products and to increase foreign exchange earnings, it has been decided to include raw jute as a conditional exportable item in Annex-2 of the Export Policy 2024-2027. Accordingly, the following amendments are made to Annex-2 of the Export Policy 2024-2027:

1. In the list of conditional exportable items in Annex-2, the following item is added: "Raw Jute (HS Code: 0502)"

2. The conditions for export of Raw Jute are as follows: a. Export of Raw Jute is permitted only from the ports of Chittagong and Mongla. b. Exporters must submit a letter of undertaking to the concerned Deputy Director of the Department of Foreign Exchange Policy, Bangladesh Bank, stating that the exported raw jute will be used for the production of jute products and will not be re-exported in raw form. c. The exporter must maintain a separate account for raw jute transactions and submit quarterly reports to the Bangladesh Bank regarding the quantity of raw jute exported and the production of jute products. d. The Bangladesh Bank reserves the right to review and modify these conditions from time to time based on market conditions and policy requirements.

3. All authorized dealer banks are requested to ensure strict compliance with these conditions while processing export transactions for raw jute.

4. This circular comes into effect from the date of issuance.

5. If any clarification is needed regarding this circular, please contact the Foreign Exchange Policy Department at the above-mentioned phone number.

6. This circular supersedes all previous circulars issued by the Foreign Exchange Policy Department on this subject.

7. This circular is issued with the approval of the Governor, Bangladesh Bank.
