The Foreign Exchange Policy Department substitutes instructions 1-7 of paragraph 21 of FE Circular No. 31 dated July 31, 2025, regarding receipts of advance remittances against exports. Authorized Dealers must ensure exporters have received irrevocable LCs or contracts, possess satisfactory previous export performance, and execute exports within one year, while advance payments must bear no interest. In cases of non-execution, Authorized Dealers are required to refund advance payments by utilizing funds from the Exporters’ Retention Quota account first, with any remainder drawn from Taka accounts.
