Dear Sir,

Regarding the conduct of import operations under purchase/sales contracts

Paragraph C of FEPD Circular No. 33 dated August 14, 2025, issued on the above-mentioned subject, provides instructions regarding the conduct of import operations under purchase/sales contracts.

  1. According to the prevailing Import Policy Order, importers are authorized to import raw materials, capital machinery, and fire doors under purchase/sales contracts within specified value limits; however, commercial imports must be kept within the prescribed value limit. Delayed payment facilities are applicable in accordance with paragraphs 34(4) and 35 of FEPD Circular No. 33/2025 and subsequent relevant circulars.

  2. In the existing foreign exchange transaction system, importers are required to submit the purchase/sales contract (Proforma Invoice) to their appointed authorized dealer for the conduct of import operations under purchase/sales contracts. In accordance with paragraph 34(1)(a) of FEPD Circular No. 33/2025, the authorized dealer will report this to Bangladesh Bank. Under the existing LC method, authorized dealers take exposure on the importer for the settlement of import values. However, in the case of imports under purchase/sales contracts, authorized dealers can provide Documentary Collection services according to Uniform Rules for Collections (URC) without taking any exposure or credit line from the importer.

In light of the above context, you are advised to provide necessary instructions and assistance to importers for conducting import operations applicable under purchase/sales contracts without exposure on the importer, subject to compliance with the provisions mentioned in FEPD Circular No. 33/2025.
