FEPD Circular No. 09: Regarding auditing before payment of cash incentive against export of leather goods

Bangladesh Bank requires that an audit report be obtained before paying cash incentives for the export of leather goods, aligning this requirement with procedures applied to other export sectors. This directive applies to all approved dealers in foreign exchange transactions and supersedes previous circulars on the matter. The instruction takes effect from the date of issuance and remains applicable alongside existing audit firm deployment guidelines for other sectors.

To: All Approved Dealers in Foreign Exchange Transactions.

Dear Sir,

  1. Regarding audit in the context of providing cash assistance against the export of leather goods by 100% export-oriented domestic establishments.

Reference is invited to FEPD Circular No. 09, dated April 17, 2000, issued on the subject matter. It is informed that, in accordance with government decisions, an audit report issued by Bangladesh Bank must be obtained before paying cash assistance against the export of leather goods, similar to the payment of cash assistance/export subsidies in other applicable export sectors. The aforementioned instructions shall be effective from the date of issuance of this circular.

  1. The instructions applicable to all relevant circulars/circular letters regarding cash assistance against the export of leather goods, as well as the guidelines regarding the deployment of audit firms for other sectors, shall also apply in this regard.

All concerned parties are requested to take note of this.
