FEPD Circular No. 10: Export Subsidy against the Export Proceeds received by TT in advance for the export of Halal Meat

The document establishes conditions under which export subsidy benefits are available for advance foreign exchange receipts via Telegraphic Transfer (TT) for Halal Meat exports, supplementing existing Letter of Credit rules. Approved Dealer Banks must verify the foreign buyer's credibility, price accuracy, and actual export through a certificate from the Export Promotion Bureau or an approved exporters' association, and ensure remittances originate from the destination country via banking channels excluding exchange houses. All other applicable regulations regarding export subsidy claims in this sector remain unchanged.

To All Approved Dealers in Foreign Exchange Transactions Dear Sir,

Regarding the provision of export subsidy against export proceeds received in advance via TT alongside Letter of Credit in the context of Halal Meat exports.

Reference is invited to paragraph 3(b) of FEPD Circular No. 09, dated December 07, 2006, issued regarding the provision of export subsidy in the context of Halal Meat exports. It is hereby informed that export subsidy benefits against export proceeds received in advance via TT alongside Letter of Credit in the context of Halal Meat exports will be considered subject to compliance with the following conditions:

(a) The advance payment via TT must be explicitly mentioned in the export Letter of Credit. In accordance with the declaration in the exporter's application, the correct price and quantity of the specific export goods, the execution of the export program at the appropriate price, and the credibility/reliability of the foreign buyer must be supported by a certificate issued by the Export Promotion Bureau/Ministry of Commerce approved relevant Exporters' Association as attached to Circular No. 09, dated December 07, 2006, in Form 'B';

(b) Against the export Letter of Credit mentioning the repatriation of advance payment via TT, the Approved Dealer Bank branch must be satisfied regarding the credibility/reliability of the foreign buyer, the accuracy of the price, and the repatriation of payment via TT against actual exports from Bangladesh, based on the TT clarification and other documents, and provide a declaration regarding the same;

(c) Payment must be repatriated only from the country to which the goods are exported, through banking channels (excluding Exchange Houses).

  1. All other conditions of all relevant FEPD Circulars/Circular Letters applicable regarding the payment of export subsidy claims in the aforementioned export sector shall remain unchanged;
