FEPD Circular No. 13: Remittances on account of visa processing fees by resident agents through International Card

Authorized Dealers may issue international debit or prepaid cards in the name of officials designated by nominated agents to facilitate online payments of visa processing fees collected from foreign embassies. This authorization extends the scope of paragraph 14, chapter 19 of the Guidelines for Foreign Exchange Transactions-2018, Vol. 1, while requiring continued observance of instructions in paragraph 11, chapter 11. Authorized Dealers must report these foreign exchange transactions to the Foreign Exchange Operation Department of Bangladesh Bank using the specified annexure format.

Please refer to paragraph 11(A), chapter 11 of the Guidelines for Foreign Exchange Transactions-2018, Vol. 1 (GFET). In terms of which visa processing fees, among others, collected through nominated resident agents of foreign embassies may be remitted abroad to bank accounts designated by embassies or their home offices subject to observance of specified instructions. 02. To facilitate smooth transactions, it has been decided that international cards (debit/prepaid) may be used for online payments of visa processing fees. In this context Authorized Dealers (ADs) may issue international cards in the name of official designated by nominated agents. As usual, ADs shall be ensured of observance of the other instructions contained in paragraph 11(A), chapter 11 of GFET. 03. In accordance with the above decision, the scope of paragraph 14, chapter 19 of GFET shall stand extended. ADs are advised to report foreign exchange transactions through International Card on account of visa processing fees to Foreign Exchange Operation Department of Bangladesh Bank according to attached format.
