FEPD Circular No. 14: Export incentive against export from Specialized Zone (EPZ, EZ and Hi-tech Park)

The document amends the eligibility criteria for Type-A and Type-B garment enterprises located in Export Processing Zones (EPZ) and Export Zones (EZ) to accept certification certificates issued by the Bangladesh Textile Mills Association and Exporters Association (form 'Kh-1') for applications for export incentives or cash assistance. Dear Sir,

Regarding the provision of export incentives in favor of establishments located in Specialized Zones (EPZ, EZ, and Hi-tech Park).

Attention is drawn to Clause 4(k) of FEPD Circular No. 34, dated November 10, 2021, on the subject cited above.

  1. It is informed that, by government decision, certification certificates (in Form 'Kh-1') issued by the Bangladesh Textile Mills and Exporters Association on behalf of their members will be acceptable for applications for export incentives/cash assistance by Type-A and Type-B establishments in the garment sector located in Specialized Zones (EPZ and EZ) under the aforementioned FEPD Circular. In this regard, the relevant exporting establishment must submit the application form along with a certification certificate issued by either the relevant authority (BEZA and BEZA) or the Bangladesh Textile Mills and Exporters Association, whichever is applicable.

  2. The aforementioned instructions will be effective for shipped goods from the date of issuance of this circular.

All other instructions in all FEPD Circulars/circular letters regarding the provision of cash assistance in the discussed sector will remain unchanged as before. All concerned parties are requested to be informed about this matter.

Hereby it is certified that the details mentioned in the above clauses are correct and true, and the authenticity/reliability of the purchase order of the foreign buyer/importer has been ensured through the procurement of materials from the sources mentioned in serial numbers 6 and 7 above for the production of -------------- goods in our own factory for export against export incentives.

It has been verified that the above declaration of the member exporting establishment of the Association is correct. The declared export value mentioned in serial number 8 is found consistent with the actual and prevailing international market price, and the authenticity/reliability of the foreign buyer has been ensured. It is recommended to pay export incentives on the repatriated export value (Net FOB Value).
